BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS FEBRUARY 24, 2026- 8:30 A.M. https://www.kendallvillein.gov/recordings Bid Opening- Source Capture Exhaust Ventilation System 1. Hastings Air Energy Control- $144,925.72, all specifications met 2. MagneGrip- $165,641.00, all specifications met Board Member Tara Streb made a motion to take the bids under advisement with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Roll call was answered at 8:33 A.M. by: Mayor Lance Waters, Board Member Tara Streb and Chairman Don Gura. Others present were: Katie Ritchie, Scott Derby, Dawn McGahen, Jeremy McKinley, Patrick Howell, Brian Strange, Scott Mosley, Cindy Marple, and John Dixon. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Mayor Lance Waters made a motion to approve the Board of Works minutes from February 10, 2026, meeting with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. Petitions & Comments No petitions or comments were given. Mayor Application For the Use of Public Facilities- Race Beyond Limits Endurance Run Dawn McGahen submitted an application for the use of public facilities for a Race Beyond Limits Endurance Run event that will be held at Bixler Lake and nature trails. This event will take place on May 16-17, 2026, and will run all day and night. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Application For the Use of Public Facilities- Great Lakes Watercross Jet Ski Races Dawn McGahen submitted an application for the use of public facilities form for The Great Lakes Watercross Jet Ski Races event that will be held at Bixler Lake on June 13-14, 2026. Mayor Lance Waters asked police to make sure there was extra patrol during the event. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Application For the Use of Public Facilities- Patriotic Pops Dawn McGahen submitted an application for the use of public facilities for the Patriotic Pops event that will take place on July 4, 2026, at Bixler Lake Park. This event will be all day with fireworks at sunset. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Application For the Use of Public Facilities- Musicpolooza Dawn McGahen submitted an application for the use of public facilities form for the Musicpalooza event that will take place August 1, 2026, on the west side of Bixler Lake from 2:00 P.M. to 8:00 P.M. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Clerk Treasurer Request to pay Baker Tilly Clerk Treasurer Katie Ritchie requested authorization to pay invoice BT34589 to Baker Tilly in the amount of $9,322.25. This is for TIF projections for a downtown housing project. This will be paid from the BOW Contractual fund. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Engineering Tree Commission Request Mayor Lance Waters made a motion to table the request since Chairperson Jim Nixon could not attend the meeting with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. Police Request for Authorization to Purchase 2 GETAC In-car Recording Systems Chief of Police John Dixon requested authorization to purchase 2 GETAC in car recording systems from Insight in the amount of $10,596.76. This purchase will be paid from the LOIT account. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. WWTP Request to Pay Baker Tilly Superintendent Patrick Howell requested authorization to pay Baker Tilly $4,072.50 for help with their 2026 budget. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. The January 2026 Revenue and Expense report was presented for review. Camera Repair Request Superintendent Patrick Howell requested authorization to pay Best Equipment $4,120.18 for repairs to the camera after it got stuck in a sewer line. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Sewer Adjustment- 105 Hillcrest Drive Trinity Church requested a sewer adjustment in the amount of $640.50 for water that did not go down a drain due to a leak they had in the storage area by the garage. WWTP verified that the leak occurred and was fixed and recommended the adjustment be given. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. Sewer Adjustment- 2124 Hacienda Drive Edna Fleck requested a sewer adjustment in the amount of $951.60 for water that did not go down a drain due to an outside spigot that got turned on when she was on vacation. WWTP verified that the leak occurred and was turned off and recommended the adjustment be given. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. Wage Adjustment- Tyler Huff Superintendent Patrick Howell requested authorization to give Tyler Huff a wage increase due that he passed class two wastewater test. Tyler’s wage will increase from $28.13 to $28.65 an hour. Tyler will also be moved to a class two operator. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Water 4 Inch Industrial Meters Superintendent Scott Mosley requested authorization to purchase two four-inch industrial meters from Midwest Meters in the amount of $8,880.53. This purchase will be split between Water and WWTP. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. The December Revenue/ Expense Report was presented for review. Motion to Adjourn Board Member Tara Streb made a motion to adjourn the meeting.
