COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL SEPTEMBER 17, 2024 -7:00 P.M. Public Hearing- 2025 Budget Amber Nielson from Baker Tilly gave a brief power point presentation for the proposed 2025 budget. There were no questions from anyone after the presentation. The public hearing ended at 7:17 P.M. The Common Council of the City of Kendallville met in regular session September 17, 2024 at 7:17 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Attorney Jacob Atz, Council Member Tara Streb, and Council Member Christopher McCreery. Council Member Shari Targgart was absent. Others present were: Katie Ritchie, Amber Nielson, Preston Walkup, Scott Derby, Patrick Howell, Brian Strange, April Waters, John Dixon, Jeremy McKinley, and Matt Getts- KPC News. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the September 3, 2024 Common Council meeting were presented for review. Council Member Amy Ballard made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR National Service Dog Month Proclamation Mayor Lance Waters read a proclamation declaring September to be National Service Dog Month. The August 7, 2024 Aviation Minutes were presented for review. ENGINEERING The August Solar Field Report was presented for review. FIRE The August 2024 Fire Report was presented for review. PARK The September 9, 2024 Park Board Minutes were presented for review. POLICE The August 2024 Police Report was presented for review. OLD BUSINESS Special Ordinance #1592/ 2025 Budget- 2nd Reading Council Member Corey Boese requested the reading of Special Ordinance #1592 in its entirety. Attorney Jacob Atz read Special Ordinance #1592 in its entirety. Council Member Corey Boese made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes- 0 nays. NEW BUSINESS Special Ordinance #1593/ 2025 Salary Ordinance- 1st Reading Council Member Corey Boese requested the reading of Special Ordinance #1593 in title only. Attorney Jacob Atz read Special Ordinance #1593 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. General Ordinance #1272/ No Parking This Side of W. Wayne Street – 1st Reading Council Member Corey Boese requested the reading of General Ordinance #1272 in title only. Attorney Jacob Atz read General Ordinance #1272 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 77486 through 77617 for $896,877.66 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Corey Boese made a motion to adjourn the meeting with a second from Council Member Amy Ballard.
