COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL AUGUST 5, 2025 -7:00 P.M. The Common Council of the City of Kendallville met in regular session August 5,2025 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb and Council Member Christopher McCreery. Others present were Katie Ritchie, Matt Getts- KPC News, Scott Derby, Brian Strange, April Waters, Melanie Kellogg, Patrick Howell, John & Janell Dixon, and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the July 15,2025 Common Council meeting were presented for review. Council Member Tara Streb made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Council Member Amy Ballard thanked Faith United Methodist Church for the prayer cards for council members. Mayor Lance Waters thanked all the departments that participated in Kid City. It was a huge success. MAYOR Be Noble Presentation Melanie Kellogg gave a presentation of Be Noble’s 2024 achievements and 2025 goals. The Chamber submitted a brochure advertising City of Kendallville Community Wide Garage Sales during Labor Day weekend. Residents can choose any three consecutive days from Thursday August 28 – September 1, 2025. Residents can register their sales with the Chamber of Commerce. CLERK TREASURER 2026 Garbage Rates Clerk Treasurer Katie Ritchie submitted a memorandum suggesting 2026 garbage rates for residents inside city limits with a duplex or smaller have monthly rate of $16.40 on their water bill. The current rate is $13.38 and is from a five-year contract that will expire at the end of the year. Council Member Christopher McCreery made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. PARK July 14, 2025, Park Board Minutes were presented for review. OLD BUSINESS General Ordinance #1275/ Sewer Term Changes- 3rd Reading Council Member Corey Boese requested the reading of General Ordinance #1275 in title only. Attorney Jacob Atz read General Ordinance #1275 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 79770 through 79885 for $947,194.41 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy Ballard. Mayor Lance Waters adjourned the meeting at 7:26 P.M. ________________________________________ Kathren R.
