COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL October 21,2025 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday October 21, 2025, at 7:00 P.M. Roll call was answered by: Mayor Lance Waters-remotely, Council Member Amy Ballard, Council Member Shari Targgart, Council Member Tara Streb, Council Member Christopher McCreery, and Attorney Jacob Atz. Council Member Corey Boese was absent Others present were: Brandy Roberts, Rick Kiersey, Brian Strange, Gary Strange, Sidney Shartzer, Tanya Evard, Nate Stahl, Lucas Pant, Robert Isaacs, Dawn McGahen, Melissa Walker, Ryan Alwine, Jason Meade, Pat Howell, John Dixon, Jeremy McKinley, Dan Trout, Scott Derby, Matt Gillison, Josh Desormeaux, Brandon Cox, Jordan Fought, Brody Fretz, Austin Lash, Kenia Diaz, Margery Taylor, and Abram Combs. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from October 7, 2025 Common Council meeting was presented for review. Council Member Christopher McCreery made a motion to approve with a second by Council Member Tara Streb. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Chief John Dixon wanted to thank the members of city council and employees for their support in the reading of the salary ordinance at the prior council meeting. Dixon reiterated Scott Derby’s sentiments about all departments working together to get projects done, help in cutting costs and being able to maximize their budgets to the best of their abilities. ENGINEERING The bulk curbside pickup annual comparison was submitted for review. FIRE September 2025 report was submitted for review. POLICE September 2025 report was submitted for review. OLD BUSINESS Special Ordinance #1597/Salaries-3rd Reading Council Member Amy Ballard requested the reading of Special Ordinance #1597 in title only. Attorney Jacob Atz read Special Ordinance #1597 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes -0 nays. NEW BUSINESS General Ordinance #1279/Prohibited Parking-1st Reading Council Member Amy Ballard requested the reading of General Ordinance #1279 in title only. Attorney Jacob Atz read General Ordinance #1279 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 4 ayes -0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 80801 through 80970 for $1,088,514.96 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Amy Ballard made a motion to adjourn the meeting with a second from Council Member Tara Streb.
