COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 18, 2025 -7:00 P.M. The Common Council of the City of Kendallville met in regular session November 18, 2025, at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard via Zoom, Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb and Council Member Christopher McCreery. Council Member Corey Boese was absent. Others present were Katie Ritchie, Matt Getts- KPC News, John & Janel Dixon, April Waters, Scott Derby, Kevin Pegan, and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from November 4, 2025, Common Council meeting was presented for review. Council Member Tara Streb made a motion to approve with a second from Council Member Christopher McCreery. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. CLERK TREASURER TIF Spending Plan for 2026 Clerk Treasurer Katie Ritchie presented the TIF Spending Plan for 2026 that was previously approved by RDC. Ritchie told the board that the plan needed to be approved by Council and uploaded into Gateway. Council Member Tara Streb made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. 2026 EID Budget Clerk Treasurer Katie Ritchie presented the 2026 EID Budget to the board in the amount of $25,500.00. This budget was approved by the EID in October and coincides with the amount of taxes they bring in yearly. Board Member Christopher McCreery made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. FIRE The October Fire Report was presented for review. POLICE The October Police Report was presented for review. OLD BUSINESS General Ordinance #1279/ Prohibited Parking – 3rd Reading Council Member Amy Ballard requested the reading of General Ordinance #1279 in title only. Attorney Jacob Atz read General Ordinance #1279 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. Special Ordinance #1600/ Elected Officials 2026 Salaries – 2nd Reading Council Member Amy Ballard requested the reading of Special Ordinance #1600 in its entirety. Attorney Jacob Atz read Special Ordinance #1600 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council Member Christopher McCreery. McCreery told the board he previously spoke about the city getting iPads for all Council members but thought it was better for them to get their own with the raise increase they were given for 2026. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 81070 through 81163 for $824,618.23 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Tara Streb made a motion to adjourn the meeting with a second from Council Member Shari Targgart. Mayor Lance Waters adjourned the meeting at 7:08 P.M. ________________________________________ Kathren R.
