BOARD MEETING MINUTES
May 10, 2021
6:30pm
Present: Kevin Jansen, President; Dennis Nartker; Dave Button; Tracy Tipton; Jim Pankop, Park Director; Brett
Slone, KORC Manager and Dawn McGahen, Recreation Director. Also present, Diane Peachy, Skatepark update.
Kristen Carella and her child along with Dave and Carol Blackman, Blackman Preserve discussion. Carol Pankop.
Public Comments: None were given.
Minutes of the meeting of April 12, 2021 were approved as presented. (Tipton / Button)
Claims were reviewed and approved as presented. (Nartker / Tipton)
Diane Peachy addressed the Board on behalf of the skatepark group. She informed the Board on the progress made
toward rezoning the portion of Sunset Park being considered for a Skatepark. The Board thanked Diane for her
work on this project and for keeping them updated.
Kristen Carella requested that the Board allow her to have AEP directionally bore an electrical service 483 feet, 10
feet deep under a portion of Blackman Preserve to her new house. After discussion the Board requested that an
Easement Agreement be drawn up to clarify all concerns. The terms were noted and will be given to Doug Atz to be
drawn up and signed by Kevin Jansen, Board President. (Tipton / Nartker)
Directors Report: Highlights
1. Reviewed the April 2021 Appropriation Report from the Clerk Treasurer.
2. Updated the Board on the progress of dredging Lash Ditch.
3. Informed the Board that the Campground opened on 4/30.
Maintenance Report: Highlights
1. Installed two new barbecue grills. We have 5 more to install.
2. Finished turning on water and repairing problems.
3. Started to mow on 4/8.
4. Reported that the dredging spoils have been removed from the ground west of the fishing channel and we
have started to clean up the spoils at the Archery Range.
5. Shut off water and drained the lines to all drinking fountains prior to the two days of very cold
temperatures.
6. Completed electric repairs at the campground.
Kendallville Outdoor Recreation Complex Update: Brett reported that the complex is up and running with
tournaments taking place the last 4 weekends. ENYB has started their season but has been troubled by a lack of
umpires. Brett thanked outgoing Park Director Jim Pankop for the 30 years working together.

Recreation Update:
1. East Noble Jazz Band performed a free concert at the West Beach last week and did a great job.
2. There will be a free event featuring The Winter Sisters (Anna & Elsa) at the West Beach on June 2, 2021
6:00PM. They will sing songs and host a Meet and Greet with all children attending.
3. Camp Wethonkitha hiring, training and registrations are going well. We are looking forward to a great summer
with our campers.
4. Several May Day flowers were put out around the path. Reports of two being vandalized already.

Board Input: Dennis asked if any lifeguard applications have been received. He was informed that none have been
turned in so far. Kevin Jansen along with the rest of the Board thanked Jim Pankop for his 36 years of service.
