Kentland Airport Board MINUTES To: Jim, Debby, Mike, Pat, IN Dept. of Aviation From: Jim Butler Subject: Airport Board Meeting, Tuesday, July 5, 2022 The Airport Board met on the date shown above, at 6:30 PM at the airport. The first Monday of the month is our regular meeting time and we have posted this on the bulletin board at the airport as well as notified the newspaper. We met on Tuesday, July 5, due to the July 4 holiday. Board members present were Jim Butler, Jake Shufflebarger, Jerry Carlson. Terry Deiter and Terry Hafstrom, Chuck Classen was also present. Old business: At the May meeting Terry Hafstrom pointed out the skirt boards around the bottoms of several hangars have rotted and need to be replaced. Chuck has received a per foot and per pole cost and will measure and tabulate them to arrive at a budgetary figure. In the May 2021 meeting Chuck submitted bids for replacing the roof on Hangar 4. JAGG Premium Roof Systems submitted the lowest bid for the desired roofing thickness of 26 gauge and 6” downspouts at $20.842.63. Jim reported that he discussed this with the Town Council and it was their desire to retain our Covid grant money in case it is needed in 2022 as matching funds for phase 3 of the Stormwater/West Ramp project. At the December 2021 meeting Chuck reported there are several joints in the runway that need to be resealed. Jim contacted two contractors, whose names were provided by Joe Worley, and the quotes from both were approximately $100,000. The problem is much more severe than originally thought. Jim reported that he is working with the town and county for funding. At the March 2022 meeting it was decided that Chuck will investigate changing the security lights to LED to help reduce expenses. New Business: Page !1 of ! 3 1) Fuel sales for June were $1,936.30 for AvGas and $316.13 for JetA. The amount of AvGas on hand at the end of June was 3661 gallons. The amount of JetA on hand at the end of June was 2,188 gallons. The Board would like to remind all pilots to please register their flights on the form next to the weather computer. These numbers are shown monthly to the Kentland Town Council as well as the people of Kentland so they will know how much their airport is being used and what it means to the economy of the surrounding area. Please indicate if your flight is for business, pleasure, training, etc. The expenses for June were $1,039.76, ($19.28 to Lowes for an Extension cord, $41.99 to Batteries + Bulbs for a computer backup, $1.99 to CVS for AA batteries, $437.50 to QT Pod to upgrade the maintenance agreement for the fuel dispenser$239.0 to WalMart for the new weather computer). Terry Deiter made a motion to approve the expenses. The motion was seconded by Jake and approved by a unanimous vote. Chuck reported the new weather computer is installed and working as desired. Chuck reported the ADS-B traffic counter as well as the camera are a work in progress as we figure out how to make the counts more accurate. We do know the system is reporting much more airport usage than we thought was happening, it is just that sometimes the ADS-B reports a departure with no arrival, or an arrival with no departure but the airplane isn’t here. The camera reports all aircraft exiting the runway, but we have to be careful not to use the camera report alone if that operation is being reported by the ADS-B system. Chuck reported that Hillside Developments, who rents hangar 11, is planning to install a full concrete floor. Chuck reported that four hangar renters are becoming quite behind in their rent payments. Chuck will contact them and ask them to become current. There was no income for June, not counting the normal hangar rents and fuel sales. Jim reported on the meeting with the County Commissioners where they approved a not to exceed $100,000 grant for resealing the runway. He will attend the July 15 meeting of the County Council to seek their approval. Joe Worley is working with the contractor to determine their schedule. They are Page !2 of ! 3 planning to start at the airport on July 27. They expect 2-3 days to complete the aggregate, 2 days of paving and 3 days of electrical to finish the job. The INDOT airport inspection was expected to take place in June, but that didn’t happen so we expect them sometime in July.
