Prizes awarded to top 3 finishers in various age groups. Thanked everyone who helped make the event successful.  Municipal Alliance met last night. Growing the MAC membership is a priority. MAC meetings take place the second Thursday of every month; contact Nicki Francis via email or phone. MAC will have a table set up with information available at the Car Show (10/5) and BeWitched (10/28) events.  Monmouth County Prosecutors Office and Keyport Police will be hosting T and U Visa outreach event Saturday, October 1st at 1:30pm at St. Josephs to provide resources and information to victims of crimes and their families. Councilmember Peperoni: Health/Registrar/Construction/Fire Bureau/Code Enforcement/Zoning, Recreation/Senior Center, Recycling, Municipal Alliance, Police, Redevelopment  Keyport Recreation’s 5k run is this Sat. Sept. 23rd with 396 runners registered so far. Sign-ups are available on Friday and Saturday morning. Participants can pick up race numbers, t-shirts and goody bags at Borough Hall on Friday, 2pm-7pm, and at Waterfront Park gazebo on race morning, 7am-8:15am. Race starts 8:30am at W. Front Street.  September 19, 2023 Keyport, NJ Councilmember McNamara: Finance/Grants, Cannabis, Green Team, NPP  Public service announcement regarding the benefit of running an unclaimed property search. Search was conducted recently and the Borough will receive just under $9,000 and a claim has been submitted. Encourages everyone to visit unclaimedfunds.nj.gov and perform a search.  Regarding the NJDOT 2024 SRTS grant program, suggested addressing the unsafe passage along Maple Place by the creek, which is a County road. She reports the County is on board and hopes this important school route will finally get the attention it needs.  CME looked into boardwalk grant funding and attended the August 29th technical assistance session. This grant program is administered by the Division of Disaster Recovery and Litigation at NJDCA. Funding tends to be geared toward upgrades to construction and expansion of existing public boardwalks.  The CDBG awards typically come out in October or November; awaiting an update about the Borough’s application to perform additional work at Beach Park.  Regarding the collection of fees for use of Borough property: thanked the Kiwanis Flea Market for continuing to pay the agreed upon fees. KBBC submitted payment for a majority of events and anticipates the balance being paid soon. To date the Farmer’s Market has only remitted payment for the first Thursday they used the location, leaving a balance due for at least 13 additional Thursdays; uncertain whether they’re still under the KBBC or doing this as a private business.  NPP/ARP grant official award announcement came through for $262,000 to be used at Beach Park. Thanked those who heard her two-year ask for getting volleyball net back up at Beach Park. Hopefully contracted beach cleaner can include that area. There has been a change in original plan for work at Mini Park, which engineer will speak to during his report. Jack Straub will be the new NPP Coordinator.  Doesn’t believe there are any cannabis updates from the CRC or about the ongoing litigation. Expects if any members of the administration or Governing Body receive updates they’ll be shared with her and Councilmember Reilly, who serve on the Cannabis Committee.  Green Team will be meeting next week. Plans to participate in Red Raider Night again, on October 12th at the Central School. Intends to put feelers out regarding proposed focus on the bay for 2024.  Happy to attend some ribbon cuttings on I  Keyport Day. The schedule was posted on social media but she and others missed some of them due to unannounced changes.  Spoke to the FSD Enterprises consulting services contract for wireless telecommunications (Resolution No. 2023-259) and noted that she voted for it because she was informed at the (August 15, 2023) meeting that it was an extension of an existing contract. At the time she expressed concern about the optics, as the company is owned by Declan O’Scanlon, a New Jersey State Senator running for re-election. She wanted to clarify that the prior contract was a one-year agreement six years ago, and if she had the accurate information she would not have approved it. Council President Davidson: Planning Board, Redevelopment, Fire/First Aid/OEM, Public Works/Water-Sewer  Planning Board will meet Thursday, September 28th at 7pm.  Redevelopment no updates.  Heard 9/11 ceremony was very nice and was unable to attend due to family obligations and back-to-school night. MAYOR’S UPDATES Mayor Araneo: Library, Planning Board, KBBC, Green Team, Cultural/Civic, Mayors Wellness Campaign  Participated in the KBBC I  Keyport Day event on Sat. September 9th, which had amazing turnout despite the rain. The first band performed but the second band had to cancel due to the rain and will be rescheduled for another date. Thanked the KBBC members and volunteers that participated before, during, and after the event. 2  September 19, 2023 Keyport, NJ There were 6 ribbon cuttings throughout the day: Great Bay Outfitters, Cloudline Studio, Darling Dogs by Devan, Karen’s and George’s Treasures, Drew’s Bayshore Bistro, and the Parlour.  On September 10th there was a special ribbon cutting for 27 children business entrepreneurs at the Keyport First Aid Building. Event was well attended and the children showcased their amazing talents. Thanked Taleka from Sav-On-Drugs on E. Front Street for organizing the event and mentoring the children.  Attended and participated in the 9/11 ceremony, held September 12th, with Councilmembers Demarest, Peperoni, Reilly, and Vecchio. Thanked Tom Gallo and Bert Aumack for being able to continue the ceremony on the 12th and she thanked them along with the fire chiefs and fire departments for keeping the light lit for 22 years after this tragic event.  KBBC monthly meeting postponed. Car show on October 5th being moved to American Legion Drive, along with the band; American Legion Drive will be closed and show cars will be on American Legion Drive and in the first three rows of the parking lot.  New AC unit installed in the Library. Volunteer for clock repair is preparing to get started. Library Director is applying for Wi-Fi Digital Inclusion grant that will supply the Library with 25 laptops and 25 hot spots that patrons can check out; grant recipients will be notified in early 2024. The Storywalk on the Henry Hudson Trail was taken down and the Library is considering other ways to use the signage, possibly on the Library grounds. The Library is starting a teen advisory board where teens can get volunteer hours for giving the Library feedback on programs and books. The ESL 2-week program went well. There are two highlighted programs for September 20th - Painting with Nussara at 6pm and Bedtime Story at 6:30pm.  A portion of Fireman’s Park is reserved for October 7th for a Fire Prevention Week exhibit, from 9am-1pm. The Borough Attorney addressed the Borough’s tax abatement ordinance and explained it allows for up to a 30% abatement for up to five years for new construction; this has been on the books since 2018. Tax abatement continues if a property sells before 5 years. A property will be reassessed on an annual basis so it takes into account any other improvements. PUBLIC COMMENTS Mayor requested Motion to open to the public and comments be limited to five minutes and agenda items only. The Meeting was opened to the public for comments on agenda items only. John Merla, 34 Broad Street – Noted that the construction is not completed at 7 Raritan Cove and questioned why R2023-284 should be approved now since the project is three phases and only two phases are completed. Borough Attorney responded that this phase is completed so that’s why this one is being done. Mr. Merla spoke about another project in town where utilities were not put underground and road was not paved. Stated it’s important to get the word out about the Municipal Alliance and commented on the Beach Park construction saying pegs are sticking up three feet out of the ground, which is a liability. George Walling, 54 Second Street – Asked about R2023-284, given the understanding that Ordinance requires a Certificate of Occupancy (CO) before approval of a tax abatement. Mayor responded that the Governing Body assumes the tax assessor performed due diligence. Mr. Walling said he heard Hook and Ladder is out of service and asked if that’s true. Michael Lane, 51 First Street – R2023-284 tax abatement is a fantastic benefit to the Borough and explained his understanding of how the tax abatement is calculated, which includes land value, and said PILOTS, on the other hand, are a tremendous loss. Mr. Lane provided a handout to the Police Chief, which was distributed to the council. Tim Sharpe, 33 Pershing Place – spoke to the Mini Park construction and path of travel from West Front Street down to American Legion Drive relative to ADA compliance. Asked whether consideration was given to making the walkway ADA compliant, or is there something coming down the pike that is going to improve the path of travel and access between W. Front St. and American Legion Drive. 3  September 19, 2023 Keyport, NJ Engineer explained that there is a difference between being ADA compliant and ADA accessible. To be fully ADA accessible the walkway would have to be extended down toward the waterfront and there was too much of a grade to do that. An option would have been a switchback but it wouldn’t work. Upon project completion, it will be fully accessible from American Legion Drive at the base up into the stage area where a new concrete pad is being built. The area from West Front Street down to the stage area, which is now a bunch of platforms and risers, will not be fully accessible but it will be ADA compliant as it relates to how stairs need to be built. It’s an unforeseen condition based on the existing topography from W. Front Street down to American Legion Drive. There will be signage directing how to get to another pathway down to the base that will allow for accessibility to the main juncture of the area. Mr. Sharpe spoke about the Complete Streets project saying the goal is to increase safety, mobility, and accessibility when designing streets and pedestrian walkways. He stated that he’ll give it 90 days to see if there is any kind of resolution to the issue and, if not, then he’ll file a complaint with the U.S. Department of Justice Civil Rights Division. Michael Warren, 81 Division Street – came forward to comment on Ordinance 23-10; will instead speak during the public hearing. Elmer J. Graham Jr., 22 St. Peters Place – Stated that if R2023-284 helps the Borough he is supportive of its approval. Asked for an explanation of R2023-287, to which the Borough Administrator responded. Asked about R2023-285 and who the property tax overpayment refund was for and the mayor responded. Michael Lane – spoke to tax abatements again, commenting on condos and the value of the land being split up among the units. Closed: 8:02 PM Motion by Peperoni, Carried by Davidson. Councilmember Davidson made a point of clarification that nothing on this agenda has to do with Mariners Village and a PILOT, and the numbers Mr. Lane presented are not reflective of the PILOT which is currently being negotiated and whether it’s even going to be a possibility. John Merla – commented that passage of this ordinance amendment is long overdue, and those who worked on it did a great job. Michael Lane – supports this ordinance but wonders about homes in Keyport over 100 years old. Some sewer lines run from house to curb to street but don’t necessarily run directly to homeowner’s property, sometimes it crosses another property. Borough Attorney explained that this is basically to address people living in their cars, not as retribution but to help. Joanne Clark, 12 First Street – lives across street from the (Beach Park) playground and has observed a few homeless people living in the gazebo. Asked if there is any way to close the park area after 11 PM to prevent loitering there. Borough Attorney said this ordinance addresses that. Carol Goodhue, 16 First Street – thankful for the ordinance and asked where in the ordinance it says the park will close for people just hanging out in the park, to which the Borough Attorney responded. Also spoke about underage drinking in the park and enforcement issues. John Merla – applauded the ordinance. Noted that it should make clear the reason parks can’t be closed because the parks utilized Green Acres funding and the Green Acres program is strong about leaving things open to the public. Elmer J. Graham Jr. – stated his support for this ordinance to improve quality of life. Mike Coughlin, 12 First Street – thanked everyone for efforts and fully supports this ordinance. 2b. Ayes by all present. Dan Fox, 40 Church Street – noticed cuts were made in the road on Church Street and the road is now sinking; asked when repairs will be made. The Borough Engineer replied he’ll look into it. George Walling – asked about the Hook and Ladder truck, fire hydrants, cable lines, lights, and the Bethany Manor PILOT. Noted that the parking lot across from Mr. Fox’s house was paved and now water is settling there. John Merla – said CME is doing a great job with Borough grants. Spoke to the ADA compliance concern with the Mini Park project, to which the Borough Engineer explained accessibility issues. Michael Lane – asked for status report on Keyport Unified Planning Board letter to council asking for land use requirements corrections. Asked if there will be a status report on things like Aeromarine or the Henry Hudson trail. Mentioned nuisance flooding and the outfall pipe at Beach Park, noting the duckbill doesn’t let the water out. Elmer J. Graham Jr. – mentioned pop up parties being referred to as pop up riots by Bill Spadea on radio station 101.5 and is in agreement. Asked the Mayor about the status of Browns Point Marina and she replied we don’t have a status update yet. Cited We Care Adult Care. Tim Sharpe – spoke about the waterfront being redone years ago and reiterated ADA compliance with the Mini Park project. Thinks this needs another look. Jason Faltings 42 Broad Street – asked if the Cedar Street Park beach could be cleaned with the beach comber. Mayor responded that this can’t be done because of dune grass overgrowth. Melissa O’Connell, Funhouse owner, 81 Broad Street – asked for update on sidewalk in front of her business. Borough Administrator said the County was there yesterday and they’re supposed to provide a timeline and get back to her by the end of the week. John Merla – he recorded video of the pipe at Beach Park and the water is flowing even though there hasn’t been rain for a week. Believes this is working.
