ROLL CALL: Members present: Councilmember Brady, Councilmember Gross, Councilmember McNamara, Councilmember Peperoni, Councilmember Reilly, Council President Vecchio, Mayor Araneo PLEDGE OF ALLEGIANCE/MOMENT OF SILENCE PROCLAMATION Autism Awareness Month – read by Councilmember Brady National Donate Life Month – read by Mayor Araneo COMMITTEE REPORTS (Councilmember is lead or co-lead liaison of Committees in bold) Councilmember Brady: Environmental, Recreation/Senior Center, Fire/First Aid/OEM, Municipal Alliance, Green Team • Environmental Commission – thanked Matt Tevis for service to commission; Atlantic Offshores Wind LLC need to understand evaluation and environmental disturbance; class project making progress about native and indigenous plants; Clean Ocean Action beach cleanup was April 13th and cleaned up recycling, trash, and miscellaneous items. • Recreation/Senior Center – reviewing Easter Egg hunt success and challenges; Senior Prom will be held May 22nd; planning 5k in September; Lakewood BlueClaws game planned for August; discussed criteria for awarding the recreation award to 2024 graduates; Touch-A-Truck, resource fair, and everyday heroes basketball game will be April 27th; I  Keyport Day is May 18th (rain date May 19th); and Town-wide Yard Sale information will be available soon. Councilmember Gross: KBBC, Public Works/Water-Sewer, Recreation/Senior Center, Redevelopment • Public Works – addressing road and sewer issues including pothole repair, sewer clearance, and a sink hole; checking facilities including after the earthquake; removed excess water from the Senior Center and Library as a result of recent heavy rainfall; managed waste disposal; ensuring playground safety and repairs. • KBBC – implementing a new highway sign on Rt. 36 to promote local businesses; secured a performer for Swiftie night this summer; identified new businesses to get involved in events like a Taste of Keyport; ribbon cuttings held on April 6th for Aangara Indian restaurant and Legacy Customs automotive graphics business. Councilmember McNamara: Finance/Grants, Cannabis, Green Team, Police, NPP • Finance/Grants – introduction of budget will be tonight and there are no updates concerning grants. • Cannabis – Premo will be opening in the former Wells Fargo bank on East Front and Broad Streets. They were issued their Class 5 retailer license by the CRC on April 1st and they’re completing other requirements per Borough Ordinance #15-21 to apply for a local business license. The 2022 resolution of support stipulated that they can operate by appointment-only for the first six months, no walk-ins. • Green Team – hosting the third event of the year with an open house on April 17th, which will provide information about composting and how to get a $35 machine from the county, a paper shredding event this weekend, the new seed library, recycling, and horseshoe crabs.  April 16, 2024 Keyport, NJ Page 2 of 9 Councilmember Peperoni: Planning Board, Recycling, Health/Registrar/Construction/Fire Bureau/Code Enforcement/Zoning, Redevelopment, Harbor Commission • Read the Building and Construction Department report. • Read the Board of Health and Registrar report. Councilmember Reilly: Fire/First Aid/OEM, Police, Municipal Alliance, Finance/Grants, Cannabis • Read the Police Department calls for service report. • Read a report from Chief Torres that on April 7th a fire broke out in a basement, leading to a citizen passing out. Patrol officers evacuated him and the Fire Department and First Aid teams arrived promptly to clear the smoke and ensure others weren’t exposed to contaminated air. The patient was safely transported to the hospital thanks to the quick actions of all the first responders, and an outstanding job by officers Atkins, Smith and Stephens, the Fire Department and First Aid working together. • Mandatory range session concluded, and completed a week of requalification and training including both day and night courses. • Request to hold National Night Out on waterfront of American Legion Drive, August 6th. • Read the Fire Department calls for service report. • Attended the March 29th Fire Department meeting and shared insurance coverage with volunteers. Thanked the Borough Administrator for working with the Borough’s Risk Manager and getting the details in writing. Pleased that volunteer firefighters are protected since they do so much to protect the community. • Read the First Aid calls for service report. • Municipal Alliance – welcomed new member; new signage around the waterfront stating it’s a smoke-free area; an updated ordinance about displaying and selling vapes is forthcoming. Council President Vecchio: Harbor Commission, NPP, Public Works/Water-Sewer • NPP – funding is expected to be released soon which would provide for the Beach Park playground equipment to be ordered and hopefully be installed in late summer and operational by fall. • Harbor Commission – there is no update on the dredging of the boat ramp, which is critical right now. Kiosk collections started, which are monthly until Memorial Day and weekly in the summer. Read the kiosk revenue report. Mayor Araneo: Library, Planning Board, KBBC, Green Team, Cultural/Civic, Mayors Wellness Campaign • Congratulated Joy-Michele Johnson on her appointment as a New Jersey Superior Court judge; she is a Keyport resident who previously served on Borough Council. A congratulatory letter was also sent to her on behalf of the Mayor and Council. • Mayor’s Wellness Campaign – working with partners to collaborate on events, including to hold a farmer’s market during the Kiwanis flea markets, offer yoga at the waterfront in the mornings by Stress Free Body, Savon Drugs and others to host a health fair along with the VNA, walk and talk with the mayor; programming for the balance of the year will be announced in May. • Juneteenth – first planning meeting for this observance will be Friday April 19th. • Library – another flood occurred on April 3rd and 4th in the children’s room, which caused the room to be closed for three days; the carpet was previously removed, which made cleanup easier. Thanked the DPW and library custodian for cleaning up the space. The flooding concerns still need to be addressed. The library was closed on April 5th following the earthquake, to confirm the building was safe to occupy. New shelving will be installed in the children’s room and old flood-damaged shelving will be removed by DPW. The Garden Club replenished the seed library; the library purchased flowers for the Garden Club plant sale; the 2022 audit was completed and being reviewed; the library received a $10,000 grant from ALA for an electronic door. Thanks the Friends of the Library for their donation towards the teen space couch. Thanked Sandy Marion for donating a used computer to the library. • There is no update on the NPP floodgates, Planning Board letter, or post office property.  April 16, 2024 Keyport, NJ Page 3 of 9 • Utility pole cleanup – contacting utility companies regularly about this; encourage residents to call utility, cable, and phone companies. • No update on the Aeromarine landfill cleanup. The Engineer will provide an update on the Complete Streets program and Broad Street by the Fun House. • Attended the Monmouth County Tourism Advisory Group, in Freehold, with Jack Straub/KBBC. County Commissioner Director Tom Arnone and Monmouth County Clerk Christine Hanlon presented about increasing tourism in Monmouth County municipalities, the majority of which was about the semiquincentennial 250th anniversary. Requested Tom Gallo be the Keyport liaison on this, and starting the committee with department heads. • Attended the Clean Ocean Action beach sweep cleanup at Cedar Street Park, and thanked the council, Environmental Commission, Kean University students, and DPW who all helped with cleanup. Asked Chief Torres for the police to patrol the area more often. • Pedestrian safety improvement plans submitted to the New Jersey Department of Transportation (DOT) on April 12th. DOT plans to bid for construction this summer. • Church Street aprons mentioned at the last workshop meeting were visited by the Engineer, who will provide an update during his report. • Henry Hudson Trail – request resent to the County. Fulton Street landscaping improvements have not been made yet. Clearing vegetation from ditches to improve drainage along the trail, including the ditch east of Green Grove halfway down towards Fulton; the area at Division and Osborn needs further review. There are three privately- owned wooded and vacant lots between Maple and the trail which the County will maintain. Asked about the signage corresponding to the NJ Transit bus stops under R2024-150. Asked about the appointment in R2024-152 being full-time instead of part-time, to which the CFO responded. Asked about R2024-153, to which the Borough Attorney noted it’s a personnel issue and there would be no comments on this. Elmer J. Kristin Babcock, 155 Washington Street, and Tara Breza, 213 Maple Place, leaders for Junior Girl Scout Troop 60685 – the troop has an opportunity to earn the Bronze award by making something sustainable for the community and selected the Community Garden as the Troop project after walking the garden with Councilmember McNamara. Four of the eight troop members attended this meeting and presented their support for this project. Mayor Araneo thanked the Girl Scouts and noted that the Governing Body voted to open the garden but the lease hasn’t been signed yet. Ayes by all present. The Borough Attorney explained the purpose of the Closed Session is to discuss items subject to attorney-client privilege and what the implications would potentially be. Robert Bergen – asked who drafted the traffic ordinance and if any members of the council were included regarding which streets were to be included and why. The Borough Attorney responded this was a joint effort of the Borough’s professionals based on feedback provided by the Council. He asked if every member of the council provided feedback. Mr. Bergen was reminded the governing body is under no obligation to respond to questions during what is a public “comment” session. Mr. Bergen asked about R2024-157 and R2024-158, to which the Borough Engineer responded. Asked about the location of the tower in R2024-142. John Merla – asked about the progress on the sign on East Front and Osborn that was hit by a tractor trailer, to which the Borough Administrator will follow up on. Asked about the County street sign program, to which the Borough Administrator responded. Asked about the May Street sign on the decorative pole, which Mayor Araneo asked the Borough Administrator to follow up on. Commented on the outstanding paving and resurfacing job on Main Street. Asked whether there would be a contract for beach cleaning, which the Borough Administrator responded. Asked if there was any update on the Green Acres waterfront sign, to which the NPP Coordinator responded. Joanne McCleester, Perry Street – expressed concerns about the traffic ordinance and tractor trailers and cars speeding through, especially when children are present. Angie Polizzotto, Broad Street – Councilmember Reilly read a prepared statement from Ms. Polizzotto about retractable dog leashes. Ms. Polizzotto and her seeing eye dog were victimized in two separate incidents related to retractable dog leashes. She expressed her desire for amending Borough ordinances to ban retractable leashes extending greater than six feet in public spaces to prevent these incidents. Elmer J. Graham, Jr., St. Peters Place – Agrees with what Angie said to amend the ordinance and prevent these incidents. Read the Asbury Park Press article by Jerry Carino. American Legion Post #23 meets the first Thursday of every month and hoping to welcome more veterans. Recommends We Care Adult Care.  April 16, 2024 Keyport, NJ Page 8 of 9 Robert Bergen – asked if the construction trailer behind 31 West Front Street is paying to lease the parking space, to which a response was provided noting payment of $250 per month. Mayor Araneo requested the Borough Engineer, Trevor Taylor of CME, provide an update. The Borough Engineer provided a status report to the Governing Body on the grant submissions and status of several projects, including: • Improvements to Fulton, 7th & 8th Streets – paved and working on punch list with S. Brothers; • Improvements to East 3rd and Butler Street – paved, storm sewer work recently completed, concrete to be completed by Memorial Day; • Improvements to Church St – follow up inspection done, issues sent to contractor; • TAP project final submission was submitted to the DOT on 4/12 for improvements to sidewalks on First Street, West Front Street, and Broadway; • Cedar Street Park playground replacement completed, park improvement design will go out to bid, Local Improvement Recreation Grant application submitted for $100k for additional funding for that park; • Hired contractor for sanitary and storm sewer cleaning; started on Second Street in anticipation of reconstruction of Second Street. Have DOT grants for Second Street. • Storm sewer cleaning starting at Willow, to Main, to Broad to Atlantic; the contractor dug out lots of debris from pipes, which will help with drainage. County issues include: • Henry Hudson Trail improvements at crossings; expect plans this summer; • Working with County Parks Department to review cleaning and maintaining along the trail; • The Fun House – issue with pavers, working to get addressed; • Beach Park pavilion; CDBG awards are expected in June 2024; should be getting grant agreement soon. The Borough Attorney read the Executive Session Resolution EXECUTIVE SESSION Resolution #2024-160 read by the Borough Attorney. R2024-160– Authorizing a Meeting Not Open to the Public in Accordance with the Provisions of the New Jersey Open Public Meetings Act, N.J.S.A. 10:4-12b for the following item(s): Shared Services pursuant to N.J.S.A. 10:4-12(7) and Personnel pursuant to N.J.S.A. 10:4-12(8). RESOLUTION #2024-160 RESOLUTION OF THE BOROUGH OF KEYPORT, COUNTY OF MONMOUTH, NEW JERSEY AUTHORIZING A MEETING NOT OPEN TO THE PUBLIC IN ACCORDANCE WITH THE PROVISIONS OF THE NEW JERSEY OPEN PUBLIC MEETINGS ACT, N.J.S.A. 10:4-12. WHEREAS, the Borough of Keyport, County of Monmouth (the “Borough”), a public body corporate and politic of the State of New Jersey, is subject to certain requirements of the Open Public Meetings Act, N.J.S.A. 10:4-6, et seq. (the “Act”), and WHEREAS, N.J.S.A. 10:4-12 provides that an Executive Session, not open to the public, may be held for certain specified purposes when authorized by resolution; and WHEREAS, it is necessary for the Borough to discuss, in a session not open to the public, Shared Services pursuant to N.J.S.A. 10:4-12(7) and Personnel pursuant to N.J.S.A. 10:4-12(8). NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Keyport, County of Monmouth, State of New Jersey as follows: 1.
