Each person shall sign up in advance, may speak only one (1) time, and such address shall be limited to three (3) minutes. A timer will be placed so that the speaker and citizens can see it. A majority vote of the City Council is required for any time extensions. Any discussion on an item not on the agenda must be limited to a statement of specific factual information or recitation of existing policy in response to an inquiry or a proposal to place the subject on the agenda for a subsequent meeting.
