City Council Meeting Agendas and Minutes

REGULAR SESSION OF APRIL 25, 2017 The City of Kings Mountain, North Carolina met in Regular Session at 6:00 p.m. on Tuesday, April 25, 2017 in the Council Chambers of City Hall with Mayor Scott Neisler presiding. ATTENDANCE The following Councilmembers were present: Howard Shipp, Keith Miller, Curtis Pressley, Rodney Gordon, Tommy Hawkins, Jay Rhodes and Mike Butler. Also present: Mickey Corry, City Attorney, Marilyn Sellers, City Manager and Lynda Mattox, City Clerk. INVOCATION The invocation was given by Pastor Ron Caulder, Eastside Baptist Church, Kings Mountain, NC. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Neisler. AGENDA ADOPTION Upon Motion by Councilmember Jay Rhodes, seconded by Councilmember Rodney Gordon, it was unanimously voted to adopt the proposed Agenda as presented. SPECIAL PRESENTATION AND RECOGNITIONS City Councilmember’s Comments and Remarks: Councilmember Curtis Pressley congratulated the teams who won Conference. MAYOR’S COMMENTS AND REMARKS Mayor Neisler recognized the following City employees for their years of service:  Matthews Dull IT Director 5 years  Christina Martin Library 5 years  Christopher Tate Police 5 years Mayor Neisler recognized Detective Sergeant Todd McDougal and Patrol Sergeant Doug Shockley for graduating the Law Enforcement Executive Program (LEEP). Minutes – April 25, 2017 Page 2 Mayor Neisler recognized the Kings Mountain High School Women’s Swim Team for winning Conference and the Wrestling Team’s individual Conference winners. Sgt. Les Ashby with the Salvation Army was scheduled to give a presentation for National Salvation Army Week but was unable to attend. SPECIAL EVENTS UPDATE Jan Harris, Main Street Director, updated Council on the special events. Christy Conner was unable to attend. Jan updated Council on the April events and upcoming May events:  April 8 - DNOW volunteers helped plant flowers in pots around the downtown area  April 14 & 15 - Firehouse BBQ Cookoff  April 15 - Easter Egg Hunt sponsored by City of KM, Parkwood Baptist Church and Texas Roadhouse  April 22 – Earth Day – 120 Painted Lady butterflies were released and a Liberty Oak tree was planted. This was sponsored by City of KM, Firestone and Plastic Products, Inc.  May 4 - National Day of Prayer – 12 noon at City Hall Plaza  May 13 - “Fill the Boot” which is a fire department project being held from 8:00 am – noon at the intersection of Mountain Street and Battleground Avenue. Boots will also be at City Hall, Patrick Senior Center, Mauney Memorial Library and Chat N’ Nibble Restaurant CITIZEN RECOGNITION No one requested to speak. CONSENT AGENDA Upon motion by Councilmember Howard Shipp, seconded by Councilmember Jay Rhodes, it was unanimously voted to adopt the following Consent Agenda: A. Minutes of the Regular Meeting of March 28, 2017. Minutes – April 25, 2017 Page 3 B. Set the date of Monday, May 15, 2017 at 5:30 for a Budget Work Session. REGULAR MEETING Upon Motion by Councilmember Tommy Hawkins, seconded by Councilmember Curtis Pressley, it was unanimously voted to close the Regular Meeting and enter into a Closed Session to discuss a personnel issue with the City Attorney at 7:00 pm. CLOSED SESSION Upon Motion by Councilmember Howard Shipp, seconded by Councilmember Tommy Hawkins, it was unanimously voted to close the Closed Session and re-enter the Regular Meeting. No action was taken in Closed Session. ADJOURNMENT Upon Motion by Councilmember Howard Shipp, seconded by Councilmember Curtis Pressley, it was unanimously voted to adjourn at 8:45 pm.
