SPECIAL SESSION OF AUGUST 1, 2017
The City of Kings Mountain, North Carolina met in Special Session at 5:30 p.m. on
Tuesday, August 1, 2017 in the Council Chambers at City Hall Mayor Scott Neisler
presiding.
ATTENDANCE
The following Councilmembers were present: Howard Shipp, Curtis Pressley, Rodney
Gordon, Jay Rhodes, Keith Miller, Tommy Hawkins and Mike Butler.
Also present: Marilyn Sellers, City Manager; Mickey Corry, City Attorney and Lynda
Mattox, City Clerk.
INVOCATION
The invocation was given by Mayor Neisler.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Neisler.
PUBLIC HEARING
Upon motion by Councilmember Jay Rhodes and seconded by Councilmember Howard
Shipp it was unanimously voted to close the Special Meeting and enter into a Public
Hearing at 5:30 p.m.
To consider Industrial Incentive Grants for Project Maud
City Manager, Marilyn Sellers thanked the Mayor and Council and stated that this is the
required Public Hearing for the proposed industrial incentive agreement for Project Maud.
The City of Kings Mountain in accordance with its industrial incentive policies and General
Statutes will offer an industrial incentive so development will take place on lands within
the city limits of Kings Mountain. So that this project will materialize the City has worked
in partnership with the County for some time. The result being an offer that rebates the
company fifty (50%) percent of the local city property taxes paid for a period of five (5)
consecutive years
The industrial incentive will be part of a binding agreement based on industry performance
in the areas of amount of investment and number of jobs. Those commitments will include
up to 170 jobs and a net new investment of approximately Ten Million Five Hundred
Thousand Dollars ($10,500,000.) in real property, personal property and other assets of the
business in a five (5) year period.

Mrs. Sellers stated all who have enabled this project to happen, the Council and Mayor, the
Commissioners, staff and most importantly the industry itself, should all be commended. It
is an expression of both our commitment to our citizens and the faith others have in us.
The following spoke in favor of awarding an Industrial Incentive Program Grant:
• Matt Blackwell, Cleveland County Economic Development Partnership
No one else requested to speak for or against this matter.
Upon motion by Councilmember Howard Shipp and seconded by Councilmember Curtis
Pressley it was unanimously voted to close the Public Hearing and re-enter the Special
Meeting at 5:40 p.m.
SPECIAL MEETING
Upon motion by Councilmember Mike Butler and seconded by Councilmember Jay
Rhodes it was unanimously voted to authorize the Mayor to execute an Industrial Incentive
Program Grant Contract for Project Maud.
ADJOURNMENT
Upon Motion by Councilmember Howard Shipp, seconded by Councilmember Curtis
Pressley, it was unanimously voted to adjourn at 5:45 pm.
