SPECIAL MEETING OF MARCH 13, 2025
The City of Kings Mountain, North Carolina met in a Special Meeting at 2:30 p.m. on
Thursday, March 13, 2025 at 700 West King Street, Kings Mountain, NC.
Call to Order and Determination of a Quorum
The following Councilmembers were present: Annie Thombs, Shearra Miller, Phil Dee,
Tommy Hawkins, Jay Rhodes, Mike Butler and Jimmy West.
Also, present: Rachel Whitaker, Human Resources Director and Karen Tucker, City Clerk.
Invocation
The Invocation was given by Councilmember Jay Rhodes.
Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Rob Wagman.
SPECIAL MEETING
Upon Motion by Councilmember Jay Rhodes, seconded by Councilmember Shearra Miller it
was voted unanimously to close the Special Meeting and enter into a Closed Session pursuant
to N.C.G.S.§143-318.11(a) (6) regarding a consultation with Developmental Associates for the
purpose of screening applicants who have applied for the position of City Manager.
CLOSED SESSION
Upon Motion by Councilmember Jay Rhodes, seconded by Councilmember Mike Butler it was
voted unanimously to close the Closed Session and re-enter the Special Meeting.
There was no action taken regarding items that were discussed during the Closed Session
portion of the meeting.
Motion to Adjourn
Upon Motion by Councilmember Mike Butler, seconded by Councilmember Tommy Hawkins
it was voted unanimously to adjourn.

b. Possible action on any items that were discussed during the Closed Session.
