Mayor Don Hardy called the Work Session to order at 5:34 pm
Adoption of the Agenda
If a Councilmember wishes to revise the agenda, the motion to add or delete an item will be
entertained before the Adoption of the Agenda.
Councilmember Chris J. Suggs requested to add a closed session for NC GS §143-318.11 (a) (4)
– Economic Development.
Councilmember Swinson made the motion, seconded by Councilmember Suggs, and upon a
unanimous vote of [4-0], with the addition of a closed session for NC GS §143-318.11 (a) (4)
– Economic Development the agenda was adopted.
ITEMS FOR DISCUSSION
1. Consider Adoption of Budget Ordinance for FY 2024-2025 ---------------- Rhonda Barwick
Rhonda Barwick, City Manager shared that the proposed budget was $120,822,037. She
reminded everyone that the Public Hearing was held on June 4, 2024, and the budget is
balanced without an increase in the property tax rate and does not use any General Fund
Balance (June 30, 2023 - $13,497,515) which equates to 57.47% of our expenses. Ms. Barwick
stated the budget included a 3% COLA for all full-time employees, $655,400 for Road
Resurfacing, and the next phase of the Hardee Road Project of $50,000, Building Demolition
was increased to $64,000, $20,000 for Comprehensive Land Use Plan, $37,000 to replace the
roof at Georgia K. Battle Center, and an additional $10,000 for the Fire Department to comply
with new OSHA rules. There are some cost increases for the employer retirement rate increase
of .74% for all Non-LEO employees, 1% for LEO employees, and Group Insurance rates from
$735 to $775 per month for the employer’s share. The maximum transfer from the Electric
Fund continues at $2,300,000, $1,000,000 goes to the Electric Rate Stabilization Fund and
$2,000,000 goes to the Electric Capital Reserve Fund. The Water Fund will receive $150,000
for Capital Reserve and $133,000 for Fund Balance. The Sewer Fund will save $87,000 for
Fund Balance. Ms. Barwick explained the additional salary adjustment for Law Enforcement
Offices which is funded by not funding eight (8) positions they have been unable to fill. The
increase will bring the starting salary for Police Officers to $49,456. This will improve our
competitiveness.

2. Consider Adoption of FY2024 Operating Budget Amendment ------------- Donna Goodson
Donna Goodson, Finance Director stated the General Fund of Kinston Community Fund, the
Water Operations Fund, the Electric Fund, the Health Self-Insurance Fund, and the Fleet
Maintenance Fund were included in the FY2024 Operating Budget Amendment.
3. Consider Adoption of Ordinance to Close Lenox China Generator Project (E9116)

Donna Goodson, Finance Director stated that she would like to comment on Project E9116 –
Lenox China Generator, as well as E9120 – Dopaco Generator, E9121 – West Pharmaceutical
Generator, and E9124 – Solar Farm Electric Improvements, and E9125 – Queen Street Bridge
Electric Relocation Project. She said the projects are closed; the construction and installation
have been completed and all the requirements have been met for each.
This pertains to items #3 through #7 being officially closed.

8. Consider Adoption of Ordinance to Amend the Capital Project Smartgrid System for
Electric and Water (E9128) -------------------------------------------------------- Donna Goodson
Donna Goodson, Finance Director said that in 2016 the ordinance was adopted to establish the
Smartgrid System for the Electric and Water Funds. The cost was to be split between the two
funds based on estimates from the Public Utility staff. The total cost was originally funded by
a transfer from the Electric Fund with payments from the Water Fund to the Electric Fund to

begin upon the completion of the Smartgrid System for the water service with a 0% interest
loan over ten years. The water service portion of the Smartgrid System is completed and the
total cost was $3,283,190. The first of 10 payments will be made in the current fiscal year.
She requested that that portion of the project cost associated with the water service be
transferred from the project to the Electric Fund to accommodate the transfer of the asset to
the Water Fund.
Councilmember Swinson asked if everyone was now on the Smartgrid System (water and
sewer). Steve Miller answered that everyone other than a handful of industrial electric
customers metered directly by Electricities. Ms. Barwick added that those industrial customers
mentioned are not connected yet because they are such significant revenue producers for us,
that they are being verified separately for the program.
9. Consider Adoption of Ordinance to Amend Special Revenue Fund for Seizure and
Restitution Accounts (P9136) ------------------------------------------------------ Donna Goodson
Donna Goodson, Finance Director said the Special Revenue Fund was created in September
2016. It contains the funds for revenues and expenditures from federal and state drug
forfeitures, special court allocations, storage fees, and related revenue sources. This provides
a better way to track the use of these funds. The fund has received revenues from the State of
North Carolina Substance Tax, court allocations, donations, and interest earnings. The
revenues are currently being appropriated and applied towards future expenditures in their
respective restrictive line items for crime prevention.
10. Consider Increase in Cost of Replacement of Bucket Truck #224 -------------- Steve Miller
Steve Miller, Public Services Director stated that in September 2021 the Council approved the
purchase of an aerial bucket truck to replace a bucket truck. The cost was approved at
$187,379. The bucket truck was delivered in March and afterward, the vendor gave us an
invoice for $194,342. In recent requests, we have asked for available money for use toward
the vehicle's cost because we have been expecting these changes. This was not expected in
2021, and an appropriation of $6,963 is needed to cover the cost of the invoice. The reason
for the change is the components of the truck cost changes in that period (2021 to delivery).
This budget year other vehicles were purchased below the budgeted amounts. Vehicles are
purchased using cash and not loan proceeds in the Electric Fund. Funds are available within
the line item for the purchases to cover the $6,963. Mr. Miller requested the use of the overage
amount toward this vehicle.
11. Consider Replacement of Dump Truck #3041 -------------------------------------- Steve Miller
Steve Miller, Public Services Director said at the May 7th Council Meeting there was
$174,207.50 appropriated to the Water Fund from insurance proceeds to replace a dump truck

damaged in an accident. A replacement was found for $164,590.89 plus tax, tags, and
registration fees estimated at $2,006. The total cost will be $166,596.89. Mr. Miller said
because it is so late in the budget year they would like to include the tags and registration fees
in the Purchase Order for the truck so that it will roll over into the next fiscal year. He asked
the Council to approve the purchase and authorize the Manager to proceed with the paperwork.
12. Consider Adoption of Resolution for Grant Award of $3,000,000 for Adkin Branch Flood
Mitigation Project ------------------------------------------------------------------------- Steve Miller
Steve Miller, Public Services Director stated that Henry McLean works very hard on this
project and is pleased to announce a grant award for the Adkin Branch Mitigation Project. This
one is for $3,000,000 from the NC Emergency Management Division of the Public Safety
Department and is the second award from this group. He asked the Council to adopt the
resolution in the packet to accept the grant and authorize the City Manager to submit any
associated paperwork.
Mayor Hardy thanked Mr. Miller for pushing forward and asked him to thank Mr. McLean
also.
13. Discuss Council Approval to Obtain Bids for New Fire Engine---------------------------------
---------------------------------------------------------------------------- Interim Chief Chad Jackson
Interim Chief Chad Jackson asked permission to request bids for a new fire engine. They will
then be able to report back with the cost, and an estimated delivery date. This will allow us to
look at a capital project with real numbers for the Council to decide.
Mayor Hardy asked what type of truck would be replaced. Chief Jackson said it would replace
one of the 1990 trucks they have.
Councilmember Swinson asked if after that it would be a year out and Chief Jackson said it
would be possibly two years before physically having a truck.
14. Consider Approval of 4th of July Fireworks Discharge Permit----------------------------------

Interim Chief Chad Jackson presented the permit for the July 4th fireworks show from Kinston
Parks and Rec.
15. Consider Approval of Special Event Permit at Pearson Park for the 4th of July Concert-

Chief Keith Goyette presented the permit for the July 4th Concert from Downtown Kinston
Revitalization by Mr. Leon Steele. The event will be held from 6 pm to 10 pm and will take
place at the stage area of Pearson Park. It does not require road closures and alcohol will not
be sold or permitted at the park. The event planner has hired off-duty officers for the event
and will use the restrooms at the park. If unable to be used due to recent damage they will
have port-a-johns.
16. Information on Change in Date for National Night Out ---------------- Chief Keith Goyette
Chief Keith Goyette discussed that National Night Out has two dates in America. One is the
first weekend of August (traditional in our Police Department), and the other date is the first
Tuesday night in October. Other departments around us are moving to that date because of the
weather in August. The Council meeting schedule has been adopted around the August date
and, the first Tuesday in October also falls on a meeting date. The department has opted for
the October date and he stated they hoped the Council would reschedule their meeting to
accommodate this date so the Council could attend. The proposed date will move from August
6th to October 1st. Moving forward National Night Out will be in October.
17. Consider Resolution of Support for NCDOT’s Request to Make Safety Improvements to
Intersection of Vernon Avenue and Pecan Lane------------------------------------ Steve Miller
Steve Miller, Public Services Director said the concept was presented several months ago to
remove the traffic signal in front of Caswell Center on Vernon Avenue. It is adjacent to the
signal at Hull Road and the railroad track. Caswell Center has shown support for the removal.
NCDOT intends to install a median so traffic can only make right turns in and out of Pecan
Lane. Anyone wanting to go in the opposite direction would come out at Hull Road.

Mayor Pro Tem Hardy made the motion, seconded by Councilmember Swinson, and
upon a unanimous vote [4-0] the Closed Session for NC G §143-318.11 (a) (4) – Economic
Development was entered into at 5:47 pm.

Mayor Don Hardy called the meeting to order at 7:01 pm.
Pastor Cirlister Briggs of Holly Grove FWB Church delivered the prayer followed by the
attendees reciting the pledge of allegiance.

1. Curtis Henderson, 611 North McLewean Street, Hope to Destiny for Youth - invited everyone
to come by tomorrow and celebrate Juneteenth. They will have speakers, hot fried fish
sandwiches, chips, and drinks from 1:30 to 4:00 pm. Mr. Henderson explained the reason for
celebrating Juneteeth.
2. Sammy Aiken, African American Historical Commission of Kinston Lenoir County, Inc.,
Chairperson – shared that AAHC is a non-profit organization and part of the mission statement
is to highlight achievements by citizens of Kinston. Mr. Aiken stated he was honored to
recognize Mrs. Laura Washington Hardy as the first “colored” librarian in Kinston. She started
on the corner of Independence and North Streets in 1938 and moved in 1962 to East Branch
Library at 1012 E. Caswell Street where Ms. Hardy served for 29 years. The building is now
the Alpha Kappa Alpha Sorority, Inc. headquarters. Mr. Aiken invited everyone to attend the
unveiling of the historical marker ceremony on Saturday at 1012 E. Caswell Street at 1 pm.

PRESENTATIONS/RECOGNITIONS
1. Juneteenth Day 2024 Proclamation -------------------------------------------- Mayor Don Hardy
Mayor Hardy read the proclamation and proclaimed June 19, 2024, as Juneteenth Day.
2. Retiree Presentation July 2024 – James Faison ----------------------------------- Tiffany Smith
Tiffany Smith, Human Resources Director introduced Mr. James Faison and shared that he is a
July 1st retiree. He has worked for the City for 15 years as a Sanitation Equipment Operator.
Ms. Smith thanked Mr. Faison and stated they would miss him as would those on his team.
Steve Miller, Public Services Director stated that James is one of the many dedicated employees
doing thankless jobs. Dedicated and quality service is expected and James and those he works
with do those very well. Mr. Miller said he could not be any prouder of the effort he has given
us and is glad for the years he was with us.
James thanked the City for taking a chance on him 15 years ago. He said when he came he
recognized that it was different than just riding by and seeing the other guys doing the job. Mr.
Faison stated he has enjoyed himself and loves all those he has worked with.
Mayor Hardy thanked Mr. Faison for dedicating 15 years of his life to the City and wished him
the best in all his endeavors after which photos were taken.

ACTION AGENDA
1. Consider Adoption of Budget Ordinance for FY 2024-2025 ---------------- Rhonda Barwick
Rhonda Barwick, City Manager recapped the discussion held about the budget in today’s Work
Session. Ms. Barwick stated the proposed budget total of $120,822, 037 and highlighted the
following:
• No property tax increase
• No utility rate increase
• No use of General Fund Balance
• 12% increase in Environmental Services fees to cover the increase in landfill service
charges
• Provides a 3% COLA for all full-time employees and an additional increase for all law
enforcement officers
• $655,400 for Road Resurfacing
• Building Demolition increased to $64,00
Ms. Barwick shared that there were various other features of the budget discussed.
Councilmember Seaforth asked if funds could be appropriated to collaborate with professional
persons who deal with cemeteries to improve the appearance of Southview Cemetery. Mayor
Hardy asked the manager to look at future action to make Southview Cemetery look better.
Ms. Barwick asked Ms. Seaforth to allow them to bring ideas to her at a future date.
Councilmember Suggs made the motion, seconded by Mayor Pro Tem Hardy, and upon a
unanimous vote of [4-0], the Annual Budget Ordinance for 2024-2025 was adopted.

Chief Keith Goyette discussed the Special Event Permit at Pearson Park for the 4th of July
Concert sponsored by Downtown Kinston Revitalization in the Work Session and did not
entertain anything further.

Councilmember Swinson made the motion, seconded by Councilmember Sesaforth, and
upon a unanimous vote of [4-0], the July 4th concert at Pearson Park was approved.
APPOINTMENTS
1. Consider Appointments/Reappointment to the NRWASA Board of Directors ----Rhonda
Barwick
a. Bruce Parson – Director Reappointment
b. Councilmember Barbara Seaforth – Director Appointment
c. Henry D. McLean – Alternate Director Appointment
Rhonda Barwick, City Manager said that the City is allocated four (4) voting seats to serve on
the Neuse Regional Water and Sewer Authority’s Board of Directors. The current Directors
are former Councilmember Sammy Aiken, Director Bruce Parson, Director Steve Miller, and
herself. Terms for Directors are set for three years and can be reappointed by the governing
body at their discretion. Two of the four seats are up for reappointment (Bruce Parson and
Sammy Aiken). Both have agreed to continue to serve if the Council approves. Since the
Board of Directors makes decisions that impact the operations of the water plant, historically
at least two of the seats have been filled by City staff. One of the remaining seats (held by
Sammy Aiken) has been held by a sitting member of the City Council. Ms. Barwick requested
that the Council consider appointing Bruce Parson to continue to serve. She said if the Council
wishes to replace Mr. Aiken with a sitting councilmember she has reached out to
Councilmember Seaforth who has expressed an interest in the position. Ms. Barwick said to
ensure we have four voting seats, she would like to ask the Council to consider Henry McLean
as an Alternate Director to vote if one of the four is not present.
Councilmember Swinson made the motion, seconded by Mayor Pro Tem Hardy, and upon a
unanimous vote of [4-0], the reappointment of Bruce Parson, and the appointments of
Barbara Seaforth and Henry D. McLean were approved.
2. Consider Appointment to Planning Board ------------------------------------- Elizabeth Blount
Cathy Reese
Elizabeth Blount, Planning Director asked for Council approval of Ms. Cathy Reese’s
appointment on the Planning Board.
Councilmember Swinson made the motion, seconded by Councilmember Suggs, and upon a
unanimous vote of [4-0], the appointment of Cathy Reese was approved.
3. Consider Appointment to Historic Preservation Commission ------------- Elizabeth Blount

Elizabeth Blount, Planning Director said they are continually adding to the Historic
Preservation Commission to get where they need to be. This appointment will make them
compliant with being a certified local government because they will have five (5) board
members.
Mayor Pro Tem Hardy made the motion, seconded by Councilmember Seaforth, and upon
a unanimous vote of [4-0], the appointment of Corey P. Fader was approved.
CITY MANAGER’S REPORT
Downtown Kinston Informational Items -------------------------------------------------- Leon Steele
Rhonda Barwick, City Manager shared that Leon Steele would speak on the activities planned
for the July 4th celebration and an idea brought to him about some pigs downtown.
Leon Steele, Executive Director Downtown Kinston Revitalization shared that the celebration
was not just DK, but also a Rotary thing. There will be a Duck Race on the Neuse at 5:30 pm
and tickets are at the Beauty Box for $10 each. It starts at the Nature Center with the Farmers
Market gazebo being the viewing spot. The music will begin at 6:00 pm with North Tower,
and at 9:00 pm there will be fireworks. Flimsy the Clown will also be there for the early birds
to entertain. Mr. Steele asked everyone to drop by Tops, Bottoms, and Soles to see the MSD
dollars at work through a Façade Grant received to paint their buildings. He discussed being
approached about having a mascot for Kinston. He presented pictures of bronze pigs and
painted pigs used in other cities on the streets as attractions, photo ops, etc. The pig is being
donated, some artists will get together and paint it, and the location is being entertained for the
corner of Blount and Heritage Streets. Stephen Hill owns the building and it has a mural of
the Farmers Market and BBQ Festival on it. Councilmember Seaforth stated she thought this
would be great and would promote business and tourism. Mr. Steele shared that this was the
art corridor.
Mayor Hardy asked if there was a consensus of the Council to move forward and the consensus
was affirmed.
CITY ATTORNEY’S REPORT
There was no City Attorney’s report.
MAYOR AND COUNCILMEMBER REPORTS
Mayor Pro Tem Hardy thanked those folks for providing a Juneteenth gospel concert at the Music
Park on Saturday for the community. He also thanked those providing a Juneteeth celebration at
the Black Heritage Museum. Mayor Pro Tem Hardy stated several other programs are planned for

this weekend and encouraged everyone to consider what Juneteeth was about and participate in
those programs. He announced on Monday, Wednesday, and Thursday the Summer Basketball
League would be at Holloway Center and asked everyone to stop by. The event is free. Mayor
Pro Tem Hardy thanked Parks and Rec for the work done with the swimming pool and showers at
Holloway Center. He discussed conversations about not having a police presence in the different
parks and encouraged KPD to sit at the parks during their downtime and while doing reports. That
will help with the activities going on in the parks. He asked the staff to try to have the brightest
lights available in the parks, which will deter people from being there after hours. Mayor Pro Tem
Hardy thanked the City Manager and staff for the outstanding job they did on the budget.
Mayor Hardy thanked the Department Heads, the City Manager, and those behind the scenes for
the work and the efforts they made preparing the budget. He stated he has worked with Greene
Lamp Community Action on the Back at Home Grant for homeless individuals. This provides an
opportunity for the homeless to get access to housing. Hopefully, we can assist with reducing
homelessness in our city. Mayor Hardy asked those who are homeless and need assistance in
finding employment to contact Greene Lamp or him for assistance provided for resume building.
He asked the police and fire personnel to contact Greene Lamp or him when they encounter
someone homeless.
Mayor Pro Tem Hardy thanked Mayor Hardy for his dedication to advocating for the City of
Kinston. He has heard a lot from our senators and people from the state who talk about what the
mayor does to bring money to the City. Mayor Pro Tem Hardy shared that he felt he should get
his flowers.
ADJOURNMENT
Councilmember Swinson made the motion, seconded by Councilmember Suggs, and upon a
unanimous vote of [4-0], the Kinston City Council Meeting was adjourned at 7:38 pm.
