KIRBY SENIOR CENTER REGULAR MEETING AGENDA MEETING WILL BE HELD ON MONDAY, August 14, 2023 – 6:30 P.M. CITY HALL COUNCIL CHAMBER 112 BAUMAN, KIRBY, TX 78219 This mee ng will also be held by videoconference call. The loca on where a quorum of the governmental body will be physically present is City Hall, City Council Chambers at 112 Bauman Street, Kirby, Texas 78219 and it is the intent to have a quorum present at that loca on and for the member of the governmental body presiding over the mee ng to be physically present at that loca on. Call Meeting to Order 2. Invocation and Pledge of Allegiance to the Flag 3. Roll Call 4. Approval of Previous Meeting Minutes 1 a. Special meeting- July 17th, 2023 5. Citizen Participation “Citizens to be Heard” is for the Kirby Senior Center to receive information on issues that may be of concern to the public. Citizens wishing to speak are limited to three (3) minutes. The purpose of this provision of the Open Meetings Act is to ensure that the public is always given notice of the items that will be discussed by the Board. Should a member of the public bring an item to the Board for which the subject was not an agenda item for that meeting, the Board may receive the information, but cannot act upon, or discuss, it at that meeting. 6. Executive Director’s Report a) Update on appliances and AC unit b) Update on sponsorships and grant opportunities c) Miscellaneous expenses update d) Personnel updates 8. Financial Report a) Update on debt issues b) Update on payroll issues c) Update on accounts receivables and payables 9. New Business a) Discussion and possible action on Board Member Orientation b) Discussion and possible action on Board Members to take the HIPPA and food handler’s test. c) Discussion and possible action on strengths, weaknesses, opportunities, threats (SWOT Analysis) for Senior Center (Board Leadership, KSC Members, City of Kirby) d) Discussion and possible action on lifting ban on Roger Romans at the Kirby Senior Center e) Discussion and possible action on updating Board of Director meeting day. f) Discussion and possible action to approve a Resolution related to an Administrative Services Agreement between the City of Kirby and Kirby Senior Center Previous Business 2 10. Executive Session The Board will convene in closed session pursuant to Texas Government Code Section 551.071, attorney client consultation to receive advice on the following to wit: a) TWC claims b) Information and status of investigation on former Board President c) Information on legal issues with audit and financial records 11. Reconvene to Open Session Following Deliberation in Closed Session, The Board Will Reconvene in Open Session To Take Any Action Required On The Matters Discussed in Closed Session As Needed 12. Requests and Announcements 13.
