Page 2 of 9 ITEM 3.A Swearing In of New Firefighters Request Staff requests that our eight new employees be sworn in as Firefighters with the City of Kissimmee Fire Department. Explanation Eight new employees have been hired by the City of Kissimmee Fire Department. These employees have completed an extensive orientation and have now been assigned to a shift and station. Staff requests that these employees be sworn in before the City Commission to reflect the professionalism and respect their jobs deserve. This will also allow the Commissioners an opportunity to meet the new firefighters that will be serving this city. Explanation The City is pleased to announce that Erika Allen, Lead Engineering Technician with the Public Works Department, has been named Employee of the Month for August. Since joining the City of Kissimmee ten years ago, Erika has consistently demonstrated dedication, professionalism, and a positive attitude in her work. Her approachable nature and willingness to support her colleagues and the citizens of Kissimmee have made her a valued member of the City team. Erika consistently goes above and beyond in fulfilling her responsibilities with accuracy, efficiency, and a strong commitment to excellence. She serves as a true ambassador for the Public Works Department and the City, demonstrating professionalism and dedication in everything she does. Her proactive approach and attention to detail allow her to anticipate needs, take initiative, and provide valuable support before requests are even made. What truly sets Erika apart is her unwavering commitment to helping others and her willingness to step in whenever needed. She readily provides assistance beyond her regular responsibilities and supports her coworkers during urgent and unexpected challenges. Department: Human Resources & Risk Management Presenter: Mike Steigerwald Attachment(s): None City of Kissimmee Page 4 of 9 ITEM 4.A Public Hearing — First Reading — Proposed Ordinance # 26-12 — Criteria for Commercial Vehicles in Residential Districts AN ORDINANCE AMENDING THE CODE OF THE CITY OF KISSIMMEE, FLORIDA CODE OF ORDINANCES TITLES; UPDATING CRITERIA FOR COMMERCIAL VEHICLES IN RESIDENTIAL DISTRICTS, CHAPTER 42-67 ADDING HEAVY COMMERCIAL VEHICLES, CHAPTER 42-68 ADDING GROSS VEHICLE WEIGHT RATING, AND CHAPTER 42-69 ADDING GROSS VEHICLE WEIGHT RATING; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE Request Request approval of the proposed changes to Chapters 42-67, 42-68, and 42-69 of the City Code of Ordinances regarding commercial vehicles in residential districts. Explanation At the April 7, 2026, City Commission meeting, the City Commission tabled this item to allow staff additional time to research and determine the appropriate weight maximum for commercial vehicles in residentially zoned areas. At a subsequent workshop, the Commission determined 10,000 pounds is comparable to other jurisdictions in the area and provides an allowance for individuals with take- home commercial vehicles, such as plumbing and electrician vans. Proposed ordinance 2026-12 adds Gross Vehicle Weight Rating, providing a more accurate method of determining the size of a commercial vehicle and whether said vehicle would be allowed in a residential zoned neighborhood. Gross Vehicle Weight Rating is defined as the weight of a vehicle including the weight of the vehicle, passengers, cargo, fuel, and additional equipment. The rating is located on the vehicle's Safety Compliance Certification Label located on the driver's side door frame or door latch pillar. This information can also be found in the owner's manual or secured from the manufacturer's website. This change will make it easier for vehicle owners, property owners, and Code Officers to determine if a vehicle is allowed in the residential area of the City. This is for vehicles with a commercial purpose and registered with the State of Florida as a commercial vehicle. Recommendation Approval of the proposed changes to Chapters 42-67, 42-68, and 42-69 of the City Code of Ordinances regarding commercial vehicles in residential districts. Request Request approval to repeal Chapter 10, Businesses and Business Regulations, Article VIII, Pain Management Establishments and Pharmacies, Divisions 1 through 4, Sections 10-406 to 10-407, which removes the ordinance governing operational guidelines for Pain Management Establishments and Pharmacies. Explanation Chapter 10, Businesses and Business Regulations, Article VIII, Pain Management Establishments and Pharmacies, Divisions 1 through 4, Sections 10-406 through 10-467, outlines the operational procedures and reporting requirements for specified pain management businesses operating within the City. After the ordinance's adoption, the State of Florida established similar reporting requirements for such businesses, rendering the ordinance's reporting rules redundant and obsolete. After consultation with Police Department Staff, Legal, and Developmental Services, City Staff has determined that the ordinance is no longer necessary. Recommendation Approve the repeal of Chapter 10, Businesses and Business Regulations, Article VIII, Pain Management Establishments and Pharmacies, Divisions 1 through 4, Sections 10-406 through 10- 407. (S) CCM MIN JUL 28 2026 (Budget Workshop) City of Kissimmee Page 8 of 9 ITEM 7.B Approval of contract with JCO Corporation for Emergency Vehicle Upfitting Services Request Request approval to piggyback on the City of Orlando's contract with JCO Corporation for emergency vehicle upfitting services (Contract #20260264). Explanation The City of Kissimmee Fire Department requests Commission approval to utilize the City of Orlando Master Agreement (IFB25-0009-3) to contract with JCO Corporation for emergency vehicle upfitting services. The City of Orlando entered into this agreement with JCO Corporation on April 18, 2025, following a competitive solicitation and award process. Staff has determined that the specifications included in the City of Orlando's solicitation are substantially similar to the Fire Department's emergency vehicle upfitting requirements and that utilizing this cooperative purchasing agreement is economically advantageous and in the best interest of the City. The Agreement will become effective upon execution by both parties and will remain in effect through April 6, 2028. The Agreement will automatically renew if the City of Orlando Master Agreement is renewed and will remain in effect through the applicable renewal term(s). This contract will have no impact on the operating budget, as these services were previously budgeted to be provided by another vendor. Recommendation Approval to piggyback on the City of Orlando contract with JCO Corporation to provide emergency vehicle upfitting services.
