COUNCIL MINUTES
December 21, 2020
The City Council of the City of Knoxville, Iowa convened in regular session Monday,
December 21, 2020 at 6:15p.m. via teleconference. Mayor Brian Hatch presided and the
following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Justin Plum
and Jyl DeJong. Staffs present were City Manager Aaron Adams, Assistant City Manager
Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman
and Planning & Zoning Administrator Bill Mettee.
Motion by DeJong; seconded by Gotta to approve the consent agenda as follows, all ayes.

10. Set a Public Hearing for January 4, 2021 at 6:15 p.m. to consider an amendment to
the Planning and Zoning Fee Schedule as it relates to Accessory Structures
Mayor Hatch announced now was the time and place for a public hearing in regard to a
rezoning request at 413 E Main Street to change from C-2 General Commercial to C-4 Central
Business District. The hearing was opened at 6:18 p.m., filing of affidavits was on December
16, 2020. This would allow for the construction of People’s Bank and the setback requirements
to allow for parking. Monte Applegate from Snyder & Associates was present and answered
council questions. There were no written or oral comments or objections. Motion by DeJong,
seconded by Suhr to close the public hearing at 6:29 p.m. all ayes.
Motion by Suhr, seconded by DeJong to approve first consideration, waive second and third
consideration to Adopt and Ordinance Amending the Zoning Code of the Code of Ordinances of
the City of Knoxville, Iowa, 2009; all ayes.
Motion by Suhr, seconded by Gotta to Approve a site plan from Downing Construction at 413
E Main Street, Knoxville, for the new construction of a Banking and Financial Institution; all
ayes.
Mayor Hatch announced now was the time and place for a public hearing for a rezoning
request at 410 E Robinson Street from C-2 General Commercial to R-3 Multi-Family
Residential. The hearing was opened at 6:31 p.m., filing of affidavit was on December 16, 2020.
This is currently a two-unit apartment that the owner would like to turn in to a three-unit
apartment with parking behind the building. There were no written or oral comments or
objections. Motion by Gotta, seconded by DeJong to close the hearing at 6:37 p.m. all ayes.
Motion by DeJong, seconded by Suhr to approve first consideration, waive second and third
consideration to Adopt an Ordinance Amending the Zoning Code of the Code of Ordinances of
the City of Knoxville, Iowa, 2009 including the agreement to stripe parking spaces in the rear of
the building; all ayes.
Hannah Vander Veer from the Knoxville Chamber gave a presentation on their 2020 Year in
Review.
Motion by Morse, seconded by DeJong to Approve Heather Ussery as Interim City Manager
and special assignment pay; all ayes.
Council then discussed doing a full search for the City Manager position.
Motion by DeJong, seconded by Gotta to approve payment of claims; all ayes.

Mayor’s Report: Mayor Hatch wished everyone a Merry Christmas and Happy New Year.
Tonight, is City Manager Aaron Adams’ last meeting Thank You and best of luck with your new
endeavor.
Police Chief Report: Therese Augustin, administrative assistant is retiring. Enne Worrall
current Community Service Officer will be taking her place. Meredith Clark has accepted the
position of Community Service Officer. Matt Boston has accepted the police officer position.
Chris Rowland and Skyler Verros have been promoted to Sergeants effective January 30th.
Fire Chief Report: An offer has been extended to Owen Haberman, waiting to hear back from
him. Have been testing out new technology that used for computerized dispatching and alerting
off duty members.
City Manager’s Report: Thanks to all I have worked with over the last 6 years. Truly honored to
have been able to serve this community in this capacity.
Motion by DeJong, seconded by Morse to adjourn the meeting at 7:57 p.m.; all ayes.
