COUNCIL MINUTES April 19, 2021 The City Council of the City of Knoxville, Iowa convened in regular session Monday, April 19, 2021 at 6:15p.m. at the Knoxville Public Library. Mayor Brian Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Justin Plum and Jyl De Jong. Staffs present were Interim City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman, Parks and Rec Director Brandon Nemmers and Planning and Zoning Administrator Bill Mettee. Motion by Suhr; seconded by Plum to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of April 5, 2021 2. Accept Water Board Meeting Minutes of April 13, 2021 3. Accept Jerrold Jordan’s Resignation from the Planning and Zoning Board 4. Approve March 2021 CSO Report 5. Approve Marshall Cockhren and Jason Koons as Reserve Police Officers 6. Set a Public Hearing for May 3, 2021 at 6:15 p.m. to Amend the Zoning Code Ordinance Pertaining to front decks 7. Set a Public Hearing for May 3, 2021 at 6:15 p.m. to Amend the Zoning Code Ordinance Pertaining to swimming pools Mayoral Reading of National Volunteer Week Proclamation Mayor Hatch announced now was the time and place for a public hearing to approve Maximum Property Tax Dollars for Fiscal Year 2021/2022. The hearing was opened at 6:21 p.m., the filing of affidavit was on April 9, 2021, there were no written or oral objections. Motion by Morse, seconded by Plum to close the hearing at 6:22 p.m.; all ayes. Motion by Morse, seconded by Plum to approve the resolution approving Fiscal Year 2021/2022 Maximum Property Tax Dollars; all ayes. Motion by Morse, seconded by Plum to set a public hearing for May 3, 2021 at 6:15 p.m. to approve Fiscal Year 2021/2022 Budget; all ayes. The Mayor announced now was the time and place for a public hearing to accept the offer to purchase the property at 614 E Washington also known as East Elementary. The hearing was opened at6:23 p.m., the filing of affidavit was on April 14, 2021, there were no written or oral objections. Motion by Gotta, seconded by Plum to close the hearing at 6:26 p.m.; all ayes. Motion by Morse, seconded by Suhr to approve Resolution directing the sale of an interest in real property following the public hearing; all ayes. Motion by Plum, seconded by Gotta to approve resolution approving development agreement between the City of Knoxville, Iowa and Knoxville Economic Development Commission; all ayes. Motion by Gotta, seconded by Morse to approve resolution approving a 5-year agreement between the City of Knoxville, Iowa and Knoxville Economic Development Commission; all ayes. There was a discussion with the property owner of 601 N Sherman, Max Smith. He was requesting clarification in regards to camping at that property. No action was taken. Motion by Suhr, seconded by Morse to approve VA Campus Redevelopment Project Status and Consideration/Approval of Joint Agreement Consenting to Establishment of County Urban Renewal Area, such area to include VA Campus site. This is a joint agreement between the city and county so the county can proceed with the adoption of the Urban Renewal Plan for this area; all ayes. Motion Suhr, seconded by Plum to approve first consideration, waiving second and third consideration to adopt an Ordinance amending the cod of Ordinances of the City of Knoxville, Iowa by amending provisions pertaining to ambulance/ems fees and by adding new provisions pertaining to fire/hazardous material fees. This is a yearly update on fees; all ayes. Discussion regarding Edwards Park. Staff will have the area looked at to see if the pond needs to be retained or if it can be filled in. There will be a small ceremony and decommissioning of the chapel along with a guided tour of the outside of the buildings. Interim City Manager Report: Spring into Parks is this coming Sunday from 1-3. The pre- assessment is May 4th – 6th. Police Chief Fuller: A new technology-based system is in use for parking enforcement, no longer using chalk to mark tires. Parks and Rec Director Brandon Nemmers: The restrooms at the City parks will be opening up midweek for use.
