COUNCIL MINUTES September 7, 2021 The City Council of the City of Knoxville, Iowa convened in regular session Tuesday, September 7, 2021 at 6:15p.m. at the Knoxville Municipal Building. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta via Zoom, Dylan Morse, Justin Plum and Jyl DeJong. Staffs present were City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman, Planning & Zoning Administrator Bill Mettee and Parks & Rec Director Brandon Nemmers. Motion by Morse; seconded by Plum to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of August 16, 2021 2. Accept Airport Commission Meeting Minutes of July 10, 2021 3. Accept Housing Board Meeting Minutes of July 19, 2021 4. Accept Library Board Meeting Minutes of August 17, 2021 5. Accept August 2021 SRO Report Mayoral Reading of Constitution Week Proclamation. Mayor Hatch announced now was the time and place for a public hearing for a rezoning request at 401 and 407 N Kent Street. The hearing was opened at 6:19 p.m., filing of affidavit of publication was on 8/31/21. There were no written comments or objections. The owner of the property and renter were in attendance. The renter spoke and stated he has cleaned up the property, would like staff to come and go through everything with him and let him know what he is not supposed to have. Motion by Suhr, seconded by Plum to close the hearing at 6:35 p.m.; all ayes. No action was taken to adopt an Ordinance amending the zoning code of the code of Ordinances of the City of Knoxville, Iowa, 2009. Motion by Plum, seconded by Gotta to approve Resolution approving plat of survey for parcel C of part of the NE ¼ of the NE ¼ of section of 13-75-20 to the City of Knoxville, Marion County, Iowa. This would split the parcel diagonally in half along the creek; all ayes. Mayor Hatch announced now was the time and place for a public hearing for a rezoning request for Kading Property on West Bell Ave. The hearing was opened at 6:43 p.m., filing of affidavit of publication was on 8/31/21. There were no written comments or objections. This would change the zoning from R-1 single-family residential and C-1 residential-commercial to R-3 multi-family residential. Motion by Morse, seconded by DeJong to close the hearing at 6:47 p.m.; all ayes. Motion by Morse, seconded by Suhr to approve first consideration, waiving second and third consideration to adopt an Ordinance amending the zoning code of the code of Ordinances of the City of Knoxville, Iowa, 2009; all ayes. Motion by DeJong, seconded by Morse to approve change order #5 for the Competine Trail Project in the amount of $11,202.50; all ayes. No action taken on the discussion and possible action regarding the community economic development position. Council directed staff to move forward pursuing the position. City Manager’s Report: The residential city-wide cleanup is next week; residents should have their items out on the curb by 7:00 a.m. on September 13th. The next Catch-Up with Knoxville is this Thursday at 9:00 a.m. The plan is to move the meeting to the evenings this fall. The base coat is painted for the mural and the artist should get started this week. Thank you, Justin Plum, for all of your time serving on the council. Fire Chief: We received our critical care endorsement. We now are able to transfer sicker patients that require a higher level of care. This Saturday there will be a 9/11 memorial downtown on the square from 3:00 p.m. to 5:00 p.m. Free will donation meal of hamburgers and hot dogs. Guest speakers start at 4:00 p.m. Parks & Rec Director: Ribbon cutting on Wednesday at 10:00 a.m. where the trail starts at the hospital. Motion by Suhr, seconded by Morse to adjourn to closed session according to section 21.5 (J) (Real Estate) of the Iowa Code; all ayes. Motion by DeJong, seconded by Morse to reconvene in open session; all ayes. No action was taken from closed session. Motion by Gotta, seconded by DeJong to adjourn the meeting at 7:41 p.m.; Morse, DeJong, Gotta, Suhr; ayes.
