COUNCIL MINUTES March 7, 2022 The City Council of the City of Knoxville, Iowa convened in regular session Monday, March 7, 2022 at 6:15p.m. at the Knoxville Municipal Building. Mayor Hatch presided and the following Council Members were present: Megan Suhr, Dylan Morse, Dawn Rankin and Jyl DeJong. Staffs present were City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman and Water Reclamation Supervisor Pat Murphy. Motion by DeJong; seconded by Rankin to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of February 21, 2022 2. Accept Housing Board Meeting Minutes of January 17, 2022 3. Accept Airport Commission Meeting Minutes of January 8, 2022 4. Approve Class C Liquor License for Marion County Fair Association 5. Accept February 2022 SRO Report Mayor Hatch announced now was the time and place for a public hearing regarding the Fiscal Year 2022/2023 City Budget. The hearing was opened at 6:16 p.m. Filling of affidavit of publications was on 2/25/22, there were no written or oral comments or objections. Motion by Rankin, seconded by DeJong to close the hearing at 6:18 p.m.; all ayes. Motion by Morse, second by Rankin to approve Resolution adopting the 2022-2023 budget for the City of Knoxville, Iowa; DeJong, Morse, Rankin, ayes, Suhr, nay. Mayor Hatch announced now was the time and place for a public hearing regarding the 2022 Water Reclamation Facility Improvement Project. The hearing was opened at 6:19 p.m. Filing of affidavit was on 2/28/22, there was no written or oral comments or objections. This is the UV project, all new metal for the clarifiers, re-routing where the water comes back from the plant. Motion by DeJong, seconded by Rankin to close the hearing at 6:24 p.m.; all ayes. Motion by Suhr, seconded by Morse to approve the resolution and accept the bid from CL Carroll Co. for the amount of $4,850,000 awarding contract and approving the certificate of insurance for the 2022 water reclamation facility improvement project; all ayes. Site Plan from Ridge Development LLC at W. Bell Ave – East Parcel was pulled from the agenda. Site Plan from Ridge Development LLC at W. Bell Ave – West Parcel was pulled from the agenda. Hearing to discuss board member absences. Board member has missed 5 consecutive Planning and Zoning meetings and was sent a letter stating their options with no response. The board member did not present at council meeting therefore it is an automatic resignation. Also, was informed today that Will Prather passed away and wanted to say our thoughts and prayers are with Will’s family. Will was a big part of the success for the City of Knoxville in many, many ways. City Manager Ussery: A letter was sent to downtown businesses for a meeting in regard to the downtown façade program. It will be held at the library on Monday, March 14, 2022 at 10:00 a.m. Glenn Lyons and myself will be there to answer any questions and provide applications and is posted on the City’s website. With the recent snow the streets project has been pushed back, it should hopefully be starting soon. An update on the VA, as far as the city side, we did get an appraisal in and have listed block A, which is the old doctor’s quarters south of Pleasant Street. As far as the County side, demolition is continuing and is ahead of schedule. Fire Chief Wyman: With the storms that went through Saturday, Marion County Task Force was requested, it went really well, was great to see all the hard work that went into those task force teams and to see in action. We were requested by Jasper County. Also, I have been selected by the Central Iowa EMS Association to represent us as an EMS in a nine-county regional plan. We have been meeting every two weeks to plan for exactly what happened this past weekend long term for several regions. Waste Water Superintendent: We recently hired a new employee; we had some good candidates. Planning & Zoning Administrator: Staff has divided the community up into 6 quadrants for the rental inspection program. We are starting with zone 5. Notices have gone out to the owners of properties in that zone and are working with the inspector.
