COUNCIL MINUTES April 4, 2022 The City Council of the City of Knoxville, Iowa convened in regular session Monday, April 4, 2022 at 6:15p.m. at the Knoxville Municipal Building. Mayor Hatch presided and the following Council Members were present: Megan Suhr, Dylan Morse, John Gotta, Dawn Rankin and Jyl DeJong. Staffs present were City Manager Heather Ussery, City Clerk Tricia Kincaid, Police Chief Aaron Fuller, Fire Chief Cal Wyman and Planning & Zoning Administrator Nathan Parch. Motion by DeJong; seconded by Rankin to approve the consent agenda as follows, all ayes. 1. Approve City Council Meeting Minutes of March 21, 2022 2. Approve Special City Council Meeting Minutes of March 28, 2022 3. Accept Airport Commission Meeting Minutes of February 12, 2022 4. Accept Housing Board Meeting Minutes of February 21, 2022 5. Approve Class C Liquor License for Dingus Lounge 6. Approve Garbage Haulers and Recycling License for Brown’s Sanitation Mayor Hatch announced now was the time and place for a public hearing on proposal to enter into a general obligation corporate purpose loan agreement. The hearing was opened at 6:16 p.m. Filing of affidavit was on March 29, 2022, there were no written or oral objections. City Manager Heather Ussery explained this is a bond issuance the city goes out for every other year to pay for street repairs. Motion by Suhr, seconded by Rankin to close the hearing at 6:17 p.m.; all ayes. Motion by Suhr, seconded by Gotta to approve Resolution taking additional action on proposal to enter into a general obligation corporate purpose loan agreement not to exceed $1,630,000; All ayes. Council Member Dylan Morse joined the meeting at 6:19 p.m. via conference call. Motion by DeJong, seconded by Rankin to approve Resolution approving the Community Catalyst Building Remediation Grant Application. Economic Development Director Glenn Lyons explained the owners are planning to put the building back to use as a social club on the main floor and the second level would be used as two rental units. The grant, if awarded would be through Iowa Economic Development Authority in the amount of up to $100,000 with a match from the city; all ayes. Motion by Gotta, seconded by Suhr to approve setting a public hearing for April 18, 2022 at 6:15 p.m. for Community Development Block Grant CV Application. Glenn Lyons explained this is would involve façade renovation at 203 E Main St. and the approval of housing needs analysis update for the City of Knoxville, setting this public hearing is part of the process moving forward; all ayes. Thrive also filmed a new town talk that will have VA updates and the progress as well as other developments that are happening around town that will be coming out shortly. As far as street improvements, Main Street is now open. That full two blocks will be added in 22-23’s improvement project. Harlan and Marion if weather permits should be opening up by the end of the week. Work has started on Levin and Cronkhite. Fire Chief Wyman: Working with Arrow to get the timelines nailed for delivery in 2-3 weeks. Police Chief Fuller: Would like to give kudos to Chief Wyman and his team. This morning there was an incident in town and they had a very small area to work in, they were all very quick and professional and did a great job in how it was handled. Council Member Morse: Had some unexpected and sad news in our family and I wanted to say Thank you to, Knoxville Fire and Rescue, Chief Wyman, Trenton Bacus, Spencer McCarty, Mark Clifton, Maverick McAtee, Brandon Glenn, Deputy Derek Lanser from the Marion County Sheriff’s Office, Officer’s Boston, Rowland, Chief Fuller and Tracey Hall medical examiner, thank you very much to all of those folks and anybody else I might have missed and then to all of you and everybody at City Hall I really appreciate everything.
