COUNCIL MINUTES December 19, 2022 The City Council of the City of Knoxville, Iowa, convened in regular session Monday, December 19, 2022, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Dawn Rankin, and Jyl DeJong. Staffs present were City Manager, Heather Ussery; City Clerk, Jodie Wyman; Fire Chief, Cal Wyman; Police Chief, Aaron Fuller; Parks and Recreation Director, Brandon Nemmers; Economic Development Director, Glenn Lyons; Planning and Zoning Director, Nathan Parch; CSO, Meredith Clark; and Battalion Chief of EMS, Justin Smith. Battalion Chief of EMS, Justin Smith introduced Crisis Response K9 Glory to Council. Motion by Rankin, seconded by Gotta to approve consent agenda; all ayes. 1. Approve City Council Minutes from December 5, 2022 2. Approve Parks and Recreation Commission Minutes from November 14, 2022 3. Accept Water Board Meeting Minutes from December 13, 2022 4. Accept Housing Board Meeting Minutes from October 17, 2022 5. Approve November Financials 6. Approve 2023 City Council Meetings 7. Approve Resolution Authorizing City Manager and City Clerk to Execute Proxy for the Agreement Regarding the Revised Iowa Risk Management Agreement for the Iowa Communities Assurance Pool 8. Approve Class C Beer Permit for Hy-Vee, Inc. Emma Skahill, Chamber Director gave a 2022 Knoxville Chamber in Review. Motion by Morse; seconded by Suhr to approve a resolution approving the agreement between the City of Knoxville, Iowa, and Iowa Inspections, LLC, related to rental housing inspections. The motion passed all ayes. Motion by Gotta; seconded by Rankin to approve a resolution approving preliminary plans, specifications, form of contract, notice to bidders, and estimate of cost and ordering of bids for the 2022 Veterans Parks Project. The motion passed all ayes. Motion by Morse; seconded by Gotta to approve a resolution approving the agreement between the City of Knoxville and Wendel Architecture, P.C related to the design services for the Public Safety Building/City Hall. The motion passed all ayes. Motion by Gotta, seconded by Morse to approve modifications to the dental office site plan. The motion passed all ayes. Motion by Suhr, seconded by Morse to direct staff to make changes to the City’s zoning code regarding subdivision of duplex and row house projects and acknowledge that Board of Adjustment will address the current situation in East Village. The motion passed on a roll call vote. No formal action was taken at this time by Council; however, staff was given direction to proceed with the five-year agreement for use of portions of the Veterans District by the Fair Board/Raceway and continue discussions with the Knoxville Community School District regarding amendments to The Concept Plan after a lengthy discussion. City Manager, Heather Ussery presented the Administration and Planning and Zoning Fiscal Year 2023/2024 Recommended Budgets to Council. Department leaders were in attendance and answered Council Member questions. No action was taken by Council. Motion by Suhr, seconded by DeJong to approve payment of claims; all ayes. City Attorney, Bob Stuyvesant: Merry Christmas. Provide deepest condolences for a previous City of Knoxville City Attorney, Mike Lane that passed away last week.
