COUNCIL MINUTES March 6, 2023 The City Council of the City of Knoxville, Iowa, convened in regular session Monday, March 6, 2023, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: Megan Suhr, John Gotta, Dylan Morse, Dawn Rankin, and Jyl DeJong. Staffs present were City Manager, Heather Ussery; City Clerk, Jodie Wyman; Fire Chief, Cal Wyman; and Planning & Zoning Director, Nathan Parch. Motion by Morse, seconded by Rankin to approve consent agenda; all ayes. 1. Approve City Council Minutes from February 20, 2023 2. Accept February 2023 SRO Report Mayor Hatch announced now was the time and place for a public hearing to regarding the FY2024 budget. The hearing was opened at 6:18 p.m., filing of affidavit of publication was on February 24, 2023. There were no written or oral comments or objections. Motion by Gotta, seconded by DeJong to close the hearing at 6:23 p.m.; all ayes. Motion by Morse; seconded by Gotta to approve a resolution adopting the 2023-2024 budget for the City of Knoxville, Iowa. The motion passed all ayes. Mayor Hatch announced now was the time and place for a public hearing to approve the vacation of a water line easement. The hearing was opened at 6:24 p.m., filing of affidavit of publication was on February 24, 2023. There were no written or oral comments or objections. Motion by Suhr, seconded by DeJong to close the hearing at 6:26 p.m.; all ayes. Motion by Suhr; seconded by Gotta to approve the first consideration, waive the second and third consideration, and adopt an ordinance providing for the vacation of a City of Knoxville, Iowa, water line easement. The motion passed all ayes. Mayor Hatch announced now was the time and place for a public hearing to approve a contract for the Conrey Storm Sewer Improvements Project. The hearing was opened at 6:27 p.m., filing of affidavit of publication was on February 24, 2023. There were no written comments or objections. Amber Carter, homeowner at 305 S Conrey Street, expressed concern over the increase of the easement from five foot to ten foot for this project, as the easement would allow access up to the foundation of the residence. The engineer from Snyder will meet with the homeowners to do an on-site walk through with the property owners. Motion by Rankin, seconded by DeJong to close the hearing at 6:46 p.m.; all ayes. Motion by Rankin; seconded by Suhr to table the discussion and approval of a resolution accepting bid, awarding the contract, and approving the certificate of insurance for the Conrey Storm Sewer Improvements Project until the March 20, 2023, Council Meeting. The motion passed all ayes. Motion by Morse, seconded by Rankin to approve cost sharing, of up to 50% or $7,500, between the City of Knoxville and Thrive Knoxville for the Knoxville Gateway Project design services. The motion passed with four votes aye and one vote nay. Motion by Suhr; seconded by Morse to approve the first consideration, waive the second and third consideration, and adopt an ordinance providing for the subdivision of duplex and rowhouse dwellings to accommodate their sale to separate owners. The motion passed all ayes. Motion by Morse; seconded by Gotta to approve a resolution approving a license to occupy between the City of Knoxville, Iowa, and the Marion County Fair Association. The motion passed all ayes. City Manager, Heather Ussery presented Council with an update on the 2023 Streets Improvements Project. No action was taken by Council.
