COUNCIL MINUTES September 5, 2023 The City Council of the City of Knoxville, Iowa, convened in regular session Tuesday, September 5, 2023, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided and the following Council Members were present: John Gotta, Dawn Rankin, and Jyl DeJong. Council Members absent from the meeting include: Megan Suhr and Dylan Morse. Staffs present were City Clerk, Jodie Wyman; Fire Chief, Cal Wyman; Wastewater Superintendent, Patrick Murphy; Police Chief, Aaron Fuller; and Planning and Zoning Director, Nathan Parch. Motion by Rankin, seconded by DeJong to approve consent agenda; all ayes. 1. Approve City Council Minutes from August 21, 2023 2. Accept Housing Board Annual Meeting Minutes of July 17, 2023 3. Accept Housing Board Meeting Minutes from July 17, 2023 4. Approve Resolution Approving Tax Abatement Application for Construction of a new Single-Family Dwelling at 1812 McKay Drive 5. Accept Offer from Sage Homes, Inc. to Purchase Lots 22, 23, 24, and 25 at the Veterans District in the Amount of $22,000 Pulled from Consent to for Item Agenda 6. Approve Resolution Approving Tax Abatement Application for Construction of a New Single-Family Dwelling at 409 S Sixth Street 7. Approve the Consent to Representation by Ahlers & Cooney, P.C. in Regards to the Real Estate Development Involving the Knoxville Community School District Motion by Gotta, seconded by DeJong to accept the offer from Sage Homes, Inc. to purchase lots 22, 23, 24, and 25 at the Veterans District in the amount of $22,000 per lot. The motion passed all ayes. Mayor Hatch administered the oath of office to Firefighter, Micah Aurand. Mayor Hatch announced now was the time and place for a public hearing regarding the status of funded activities for the 203 E. Main Street Knoxville Façade Project. The hearing was opened at 6:22 p.m., filing of affidavit of publication was on August 25, 2023. There were no written or oral comments or objections. Motion by Rankin, seconded by Gotta to close the hearing at 6:25 p.m.; all ayes. Motion by Gotta, seconded by Rankin to approve the change order from C.L. Carroll in the amount of $105,500 for the Water Reclamation UV Disinfectant Project. The motion passed all ayes. Motion by DeJong, seconded by Rankin to approve the site plan from Jason and Lily Maasdam for a building addition to the Eye Health Solutions Clinic at 414 E Main Street. The motion passed all ayes. Thank you to everyone involved. Fire Chief Wyman: No Report. Police Chief Fuller: The new officer, Jordan Babcock, is in his second week at the Police Academy. The process to promote a new sergeant to fill the vacancy left by Officer Rowland’s retirement has begun. The police department is back to full staff. Planning and Zoning Director Parch: The first building permit for the VA District has been finalized. The Kading Project continues to progress, with two of the three streets having all occupancy permits issued.
