COUNCIL MINUTES December 18, 2023 The City Council of Knoxville, Iowa, convened in regular session on Monday, December 18, 2023, at 6:16 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta, Dylan Morse, Dawn Rankin (phone), and Jyl DeJong. Staff present were City Manager Heather Ussery, City Clerk Jodie Wyman, Fire Chief Cal Wyman, Police Chief Aaron Fuller, Economic Development Directors Glenn Lyons and Marilyn Arber, and Planning and Zoning Director Nathan Parch. Citizen/Public Comments: Kim Shives, 705 W Larson, commented on the issues and congestion caused by extended parking on W Larson between Glover Street and Lincoln Street, especially during school drop off and pick up. David Franklin, 1095 Highway S71, commented on the desire to make the intersection at Attica Road and E Main Street safer by installing rumble strips. Accept the Resignation Letter from Parks and Recreation Commission Member Bridget Mohler Mayor Hatch announced now was the time and place for a public hearing to direct the sale of an interest in real property. The hearing was opened at 6:32 p.m., and an affidavit of publication was filed on December 8, 2023. There were no written or oral comments or objections. Motion by Day, seconded by Gotta, to close the hearing at 6:41 p.m.; all ayes. Motion by Gotta, seconded by DeJong, to approve a resolution directing the sale of an interest in real property at 314 W Robinson to Habitat for Humanity of Marion County for $28,000, with the condition that a home with a garage is built. The motion passed all ayes. Motion by Morse, seconded by Gotta, to approve the authorization to hire Confluence, Inc., to assist city staff in revising the Veterans District Master Plan for $9,500. The motion passed all ayes. Mayor Hatch presented Council Member Jyl DeJong with a certificate acknowledging her years of service and dedication to the City of Knoxville City Council. We will miss you. City Manager Ussery: The city offices will be closed on December 25 and 26th in observance of the Holidays. The first meeting in 2024 will be on January 2, 2024, at 6:15 p.m. Fire Chief Wyman: Cory Benge has been hired as a part-time fire inspector and will begin working after the first of the new year. Two full-time firefighters/paramedics who have recently relocated to the area from California have been hired. Despite the recent hiring surge, the Knoxville Fire Department still has two full-time openings. The ladder truck went to Des Moines today for repairs. It is expected to be out of service for the next two weeks. The Knoxville Fire Department has received a generous donation to purchase five new bedframes and mattresses for on-duty crews. Police Chief Fuller: Last Friday, Officer Babcock graduated from the academy. Tonight, he will begin his fourteen weeks of FTO. Advertisement for the hiring of the Crisis Officer position has begun. The first new patrol car was purchased and put in service after years of not purchasing. The in-car computer project is almost complete. Happy and safe Holidays to everyone.
