COUNCIL MINUTES March 18, 2024 The City Council of Knoxville, Iowa, convened in regular session on Monday, March 18, 2024, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta (Zoom), Dylan Morse, Dawn Rankin, and Bridget Mohler. Staff present were City Manager Heather Ussery, City Clerk Jodie Wyman, Police Chief Aaron Fuller, Fire Chief Cal Wyman, and Economic Development Directors Glenn Lyons and Marilyn Arber. Motion by Morse, seconded by Rankin, to approve the consent agenda; all ayes. 1. Approve City Council Minutes from March 4, 2024 2. Approve Resolution Setting Time and Place for a Public Hearing for the Purpose of Considering a Voluntary Annexation in the City Limits of the City of Knoxville, Iowa 8. Set a Public Hearing for April 1, 2024, at 6:15 p.m. to Award the Library’s Park Project 9. Approve a Resolution Proposing Disposal of an Interest in Real Property by Sale 10. Approve Garbage Hauler and Recycling Licenses for Operation with the City of Knoxville Mayor Hatch administered the Oath of Office to Officer Marcus Wilkins. Motion by Day, seconded by Mohler, to approve a resolution approving the final plat for the Old KHS Subdivision. The motion passed with all ayes. Mayor Hatch announced now was the time and place for a public hearing regarding rezoning a two-acre area on the property at 102 N Lincoln Street. The hearing was opened at 6:29 p.m., and an affidavit of publication was filed on March 15, 2024. There were no written or oral comments or objections. Motion by Day, seconded by Rankin, to close the hearing at 6:32 p.m.; all ayes. Motion by Morse, seconded by Rankin, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance amending the Zoning Code of the Code of Ordinances of the City of Knoxville, Iowa, 2009. The motion passed with all ayes. Mayor Hatch announced now was the time and place for a public hearing to approve the CDBG-DTR Application. The hearing was opened at 6:33 p.m., and an affidavit of publication was filed on March 8, 2024. There were no written or oral comments or objections. Motion by Mohler, seconded by Morse, to close the hearing at 6:44 p.m.; all ayes. Motion by Morse, seconded by Day, to approve a resolution authorizing the Knoxville CDBG-DTR Downtown Façade Grant Application submission. The motion passed with all ayes. Motion by Mohler, seconded by Rankin, to approve a resolution to reconfirm the approval of the 2023 Knoxville Community and Housing Needs Assessment for the purpose of applying for CDBG-DTR Funding. The motion passed on a roll call vote.  Mayor Hatch announced now was the time and place for a public hearing regarding the vacation of easements within the Terrace View Development. The hearing was opened at 6:48 p.m., and an affidavit of publication was filed on March 15, 2024. There were no written or oral comments or objections. Motion by Morse, seconded by Rankin, to close the hearing at 6:51 p.m.; all ayes. Motion by Day, seconded by Mohler, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance vacating a sanitary sewer easement located within the corporate limits of the City of Knoxville, Iowa. The motion passed with all ayes. Motion by Mohler, seconded by Rankin, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance vacating a utility easement located within the corporate limits of the City of Knoxville, Iowa. The motion passed with all ayes. Mayor Hatch announced now was the time and place for a public hearing regarding proposed amendments to Chapters 1, 7, and 9 of the Knoxville Zoning Code as recommended by the Planning & Zoning Commission. The hearing was opened at 6:52 p.m., and an affidavit of publication was filed on March 15, 2024. There were no written or oral comments or objections. Motion by Morse, seconded by Rankin, to close the hearing at 7:09 p.m.; all ayes. Motion by Day, seconded by Mohler, to approve the proposed amendment to the Downtown Housing Grant Agreement between Iowa Economic Development Authority and the City of Knoxville, Iowa, and the Associated Covenant Agreement and Restrictions. The motion passed on a roll call vote. Morse made a motion, seconded by Rankin, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance amending the Code of Ordinances of the city of Knoxville, Iowa, by amending the section relating to the Fee for Golf Cart Permits. The motion passed with all ayes. Motion by Mohler, seconded by Rankin, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance amending the Code of Ordinances of the city of Knoxville, Iowa, 2009, by amending provisions pertaining to the speed limit on Bell Avenue. The motion passed with all ayes. Motion by Day, seconded by Rankin, to approve the $19,750 purchase and migration of city accounting software to the cloud-based system. The motion passed all ayes. Once the plans have solidified, public input sessions will be scheduled to disburse the information to the public. City Manager Ussery: Two public hearings were scheduled tonight, which will be held during Special Council Meetings. The first is the Property Tax Levy hearing, to be held on April 1, 2024, at 6:00 p.m. The second is the annexation hearing, scheduled for April 29, 2024, at 5:30 p.m. Thanks to the streets department's cooperation, we could schedule leaf and yard waste collections for the residents on April 20th and 21st. Police Chief Fuller: The Police Department is fully staffed. The hiring process for the new CIO position is underway. Fire Chief Wyman: The Fire Department is fully staffed. Three of the newly hired EMTs will begin Paramedic School in May.
