COUNCIL MINUTES
April 29, 2024
The City Council of Knoxville, Iowa, convened in special session on Monday, April 29, 2024,
at 5:30 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch presided, and
the following Council Members were present: Megan Day, John Gotta, Dawn Rankin (phone),
and Bridget Mohler. Council Member Dylan Morse was absent. Staff present were City Clerk
Jodie Wyman, Fire Chief Cal Wyman, and Planning and Zoning Director Nathan Parch.
Motion by Day, seconded by Gotta to approve the consent agenda; all ayes.
1. Set a Public Hearing for May 6, 2024, at 6:15 p.m. to Consider an Ordinance
Rezoning a 32.9-acre Property from R-2 Single-Family and Two-Family Residential
to R-3 Multi-Family Residential Following Annexation to the City of Knoxville, Iowa
Mayor Hatch announced that now was the time and place for a public hearing to consider an
application for voluntary annexation. The hearing was opened at 5:31 p.m., and an affidavit of
publication was filed on April 5, 2024. There were no written or oral comments or objections.
The Marion County resident at 1206 S Roche Street addressed the council about his wishes to
deny the application for annexation. He moved to this particular property to live in the country
while still being located close to town. An additional property owner at 1416 S Roche Street
requested information about the extension of Bell Avenue to Roche Street as the road would
likely have to pass through or next to his building. Motion by Gotta, seconded by Mohler, to
close the hearing at 5:59 p.m.; all ayes.
Motion by Day, seconded by Gotta to approve a resolution voluntarily annexing certain real
estate into the City of Knoxville, Iowa. The motion passed all ayes.
Motion by Mohler, seconded by Gotta to approve a resolution in support of a Workforce
Housing Tax Incentive Application to be submitted to the Iowa Economic Development
Authority (IEDA) by Villas of Bell, LLC, for a housing project in Knoxville, Iowa. The motion
passed on a roll call vote.
Planning and Zoning Director Parch: As the discussion and steps of annexation proceed,
surrounding property owners will receive notice of future meetings. The next meeting will be
held tomorrow night with the Planning and Zoning Commission discussing of rezoning the
annexed parcel. Then at a future date, notice will be distributed for a site plan review.
Motion by Gotta, seconded by Day, to adjourn at 6:11 p.m.; all ayes.
