April 21, 2025
The City Council of Knoxville, Iowa, convened in a regular session on Monday, April 21,
2025, at 6:15 p.m. at the Knoxville Municipal Building Council Chambers. Mayor Hatch
presided, and the following Council Members were present: Megan Day, John Gotta, Dylan
Morse, Dawn Rankin, and Bridget Mohler. The staff present included City Manager Heather
Ussery, City Clerk Jodie Wyman, Police Chief Aaron Fuller, Fire Chief Cal Wyman, and
Economic Development Director Glenn Lyons.
Day moved, seconded by Rankin, to approve the consent agenda; all ayes.

Mayoral reading of the National Volunteer Week Proclamation.
Mayor Hatch announced that now was the time and place for a public hearing to dispose of
property located at 710 W Washington by sale. The hearing was opened at 6:21 p.m., and an
affidavit of publication was filed on April 11, 2025. There were no written or oral comments or
objections. Gotta made a motion, seconded by Rankin, to close the hearing at 6:31 p.m.; all ayes.
Motion by Morse, seconded by Gotta, to approve a resolution directing the sale of an interest
in real property following the public hearing with a provision to reimburse the new property
owners $10,000 after the demolition of the house. The motion passed on a roll call vote: Rankin
– Aye; Mohler – Aye; Day – Nay; Gotta – Aye; Morse – Aye.
Mayor Hatch announced that now was the time and place for a public hearing to approve the
Fiscal Year 2026 Budget. The hearing was opened at 6:35 p.m., and an affidavit of publication
was filed on April 11, 2025. There were no written or oral comments or objections. Rankin made
a motion, seconded by Gotta, to close the hearing at 6:56 p.m.; all ayes.
Motion by Morse, seconded by Gotta, to approve a resolution adopting the 2025-26 Budget
for the City of Knoxville, Iowa. The motion passed unanimously on a roll call vote.
Motion by Morse, seconded by Rankin, to approve a resolution proposing the disposal of an
interest in real property by sale. The motion passed unanimously on a roll call vote.
Economic Development Director Glenn Lyons presented the first draft of the Knoxville
Comprehensive Plan 2025-2045 to the Council. An open house is scheduled at the Knoxville
Public Library on Wednesday, May 7, 2025, from 5:00 – 7:00 p.m. for residents to provide
thoughts on the initial draft. The Council took no action.

Mayor Hatch: Thank you again to all the volunteers who make all the various events happen
around Knoxville and Marion County.
City Manager Ussery: The UV system at the water reclamation department has been installed
and is operational. Two rounds of tests have been completed, and the system is operating just as
expected. The annual free leaf and yard waste collection is being offered on April 26th and 27th.
Police Chief Fuller: The Police Department is fully staffed. Sergeant interviews were completed
last week, and an offer has been extended and accepted by Officer Jordon Beier. In addition, the
CIO interviews have been completed, and an offer has been extended and accepted by Officer
Jordan Babcock. Today, CSO Meredith Clark experienced a big win. 1201 W Howard has been
an ongoing battle for the last five (plus) years, but today the judge fined the property owner
$6,500. In addition, the property must comply within fourteen days, or the City will complete
the work to get the property into compliance and assess the cost to the property’s taxes.
Fire Chief Wyman: Spring testing and hiring are underway. The Knoxville Fire Department has
four open full-time positions to fill. Nine applications were received, seven individuals
underwent testing, and six passed. The interview process has started, intending to extend offers
within the next two weeks.
Motion by Morse, seconded by Rankin, to adjourn at 7:32 p.m. The motion passed
unanimously.
