COUNCIL MINUTES July 28, 2025 The City Council of Knoxville, Iowa, convened in special session on Monday, July 28, 2025, at 9:00 a.m. via Zoom. Mayor Pro Tem Dylan Morse presided in Mayor Hatch’s absence. The following Council Members were present: Megan Day, John Gotta, and Dylan Morse. Dawn Rankin and Bridget Mohler were absent. The staff present included City Manager Heather Ussery, City Clerk Jodie Wyman, and Fire Chief Cal Wyman. The City Attorney Matt Brick was also present. Motion by Gotta, seconded by Day, to adjourn to closed session according to Section 21.5 (C) Litigation of the Iowa Code at 9:01 a.m. The motion passed: Gotta – aye; Morse – aye; Day – aye. Motion by Day, seconded by Gotta, to reconvene in Open Session at 9:12 a.m. Following the Closed Session, Day moved, seconded by Gotta, to approve the Joint Stipulation and Agreement with Krosch and Mottet, LLC regarding the property at 621 N Lincoln; all ayes.
