COUNCIL MINUTES August 18, 2025 The City Council of Knoxville, Iowa, convened in a regular session on Monday, August 18, 2025, at 6:15 p.m. in the Council Chambers of the Knoxville Municipal Building. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta (phone), Dylan Morse, Dawn Rankin, and Bridget Mohler. The staff present included City Manager Heather Ussery, City Clerk Jodie Wyman, Police Chief Aaron Fuller, Fire Chief Cal Wyman, Planning and Zoning Director Nathan Parch, and Water Reclamation Superintendent Patrick Murphy. Public Comments: Jason Reed with the Knoxville Raceway thanked the Council and City Staff for the hard work and cooperation during the Knoxville Nationals. This year was again very successful. Planning has already started for next year’s 65th Anniversary of the Knoxville Nationals. Mayor Hatch announced that now was the time and place for a public hearing to rezone 202 E Washington Street to C-1 Neighborhood Commercial. The hearing was opened at 6:20 p.m., and an affidavit of publication was filed on August 15, 2025. There were no written comments or objections. Leslie Vander Linden, President of the Marion County Humane Society, advised that the purpose of the thrift store is to subsidize income to the Humane Society, allowing the doors to remain open. Cheryl Chambers addressed the council regarding the length of time that the 202 E Washington Street property has been listed for sale. The property and proposed planned use align with the city’s comprehensive plan as a small retail space. Randy Chambers advised that one of the concerns discussed at the Planning and Zoning Meeting on August 13 was parking. There are 13 spaces available for the property, which, by code, is acceptable for the square footage of the building. Morse made a motion, seconded by Rankin, to close the public hearing at 6:34 p.m.; all ayes. Mayor Hatch announced that now was the time and place for a public hearing to rezone 1600 S Lincoln Street to C-2 General Commercial. The hearing was opened at 6:34 p.m., and an affidavit of publication was filed on August 15, 2025. There were no written or oral comments or objections. Mohler made a motion, seconded by Morse, to close the public hearing at 6:40 p.m.; all ayes. Motion by Morse, seconded by Day, to approve the first consideration, waive the second and third considerations, and adopt an Ordinance Amending the Zoning Code of the Code of Ordinances of the City of Knoxville, Iowa, 2009. The motion passed on a roll call vote; all ayes. Motion by Day, seconded by Rankin, to approve the site plan from Casey’s General Stores for development at 1600 S Lincoln Street. The motion passed on a roll call vote; all ayes. Motion by Mohler, seconded by Day, to approve a resolution in support of a Rural Innovation Housing Grant to be submitted to the Iowa Economic Development Authority (IEDA) by the City of Knoxville, Iowa, on behalf of Knoxville Preservation Foundation for a housing project in Knoxville, Iowa.
