COUNCIL MINUTES September 15, 2025 The City Council of Knoxville, Iowa, convened in a regular session on Monday, September 15, 2025, at 6:15 p.m. in the Council Chambers of the Knoxville Municipal Building. Mayor Hatch presided, and the following Council Members were present: Megan Day, John Gotta, Dylan Morse, Dawn Rankin, and Bridget Mohler. The staff present included City Manager Heather Ussery, City Clerk Jodie Wyman, Police Chief Aaron Fuller, Fire Chief Cal Wyman, and Planning and Zoning Director Nathan Parch. Day moved, seconded by Rankin, to approve the consent agenda; all ayes. 1. Approve City Council Minutes from September 2, 2025 2. Accept Library Board Meeting Minutes from September 8, 2025 3. Set A Public Hearing for October 6, 2025, at 6:15 p.m. to Rezone the Veterans’ District Phase 2 10. Resolution Setting Date for A Public Hearing for October 6, 2025, at 6:15 p.m. on Designation of the Expanded Knoxville Urban Renewal Area and on Urban Renewal Plan Amendment Mayor Hatch administered the Oath of Office to Officer Dakota Ramsey. Motion by Mohler, seconded by Morse, to pass a resolution approving the application of Weiler, Inc., to the Iowa Economic Development Authority High Quality Jobs Program. The motion passed on a roll call vote; all ayes. Mayor Hatch announced that now was the time and place for a public hearing to rezone 102 N Lincoln Street to C-2 General Commercial. The hearing was opened at 6:23 p.m., and an affidavit of publication was filed on September 12, 2025. There were no written or oral comments or objections. Day made a motion, seconded by Morse, to close the public hearing at 6:28 p.m.; all ayes. Motion by Day, seconded by Gotta, to approve the first consideration, waive the second and third considerations, and adopt an ordinance amending the Zoning Code of the Code of Ordinances of the City of Knoxville, Iowa, 2009. The motion passed on a roll call vote; all ayes. Motion by Mohler, seconded by Rankin, to approve the site plan for the Knoxville Public Safety Building Project. The motion passed on a roll call vote; all ayes. Motion by Day, seconded by Gotta, to table item 4. VI. and 4. VII. Until the scheduled Council Meeting on October 6, 2025, after providing direction to staff to draft an ordinance rezoning the property at 202 E Washington Street to C-2, accompanied by a Conditional Zoning Agreement outlining the allowed use of the property. The motion passed on a roll call vote; all ayes. Motion by Morse, seconded by Rankin, to pass a resolution approving the Notice to Bidders and Ordering of Bids for Veterans’ District Phase 2 Improvement Project. The motion passed unanimously on a roll call vote.  Motion by Rankin, seconded by Mohler, to approve the purchase of fire prevention items from the Fire Department Memorial Fund, not to exceed $4,000; all ayes. The deadline to submit papers to the Marion County Auditor’s Office is Thursday at 5:00 p.m. City Manager Ussery: Citywide Clean-up is next week. Be sure to have any items out on the curb by Monday morning. The Workforce Housing Tax Credit Awards were announced last week, and two proposed projects in Knoxville have received the awards. Fire Chief Wyman: Public Safety Night Out was held on Sunday. Although it was hot, we had a good turnout. Thank you to all who attended. Police Chief Fuller: None.
