The meeting was called to order at 5:42 pm by Chairperson Willie Swayne and on roll call
the following members were present:

The minutes of the October 12, 2021 meeting were approved on a motion by Lucas Young
and seconded by Kirsten Meyers. On voice vote: 4 ayes; 0 nays; 2 absent.
New Business:
Consider a subdivision request from KJ Property Management, LLC for a Plat of Survey of
the North 132’ of Lot 7 of Lot1 (locally known as 1510 W Pleasant Street).
Nathan Parch reported that the requestor, KJ Property Management, is proposes to
subdivide the existing property into two lots for residential development. The north lot is
129’ in width by 132’ in length totaling 17,028 SF in area. Lot access will be from W Pleasant
Street. The south lot is 129’ in width by 201’ in length totaling 25,929 SF in area. Lot access
will be from N Conrey Street.
The property was previously zoned C-2, General Commercial, but was rezoned to R-2, One
and Two-Family Residential following Planning & Zoning Commission review and City
Council approval in October 2021. The rezoning approval was conditioned on the
applicant returning for subdivision approval of the property.

Motion was made by Lucas Young to approve the Plat of Survey of the North 132’ of Lot 7
of Lot1 (locally known as 1510 W Pleasant Street). The motion was seconded by Kirsten
Meyers. On roll call vote: 4 ayes; 0 nays; 2 absent. Motion approved.
It was moved and seconded to adjourn the meeting.

WRIGHT STREET DEVELOPMENT SUBDIVISION – PRELIMINARY PLAT
SUMMARY

REQUEST: Consider Preliminary Plat for Wright Street Development Subdivision (City block
bounded by Main, Fremont, Robinson, and Iowa Streets)
PURPOSE: Subdivide existing property into six (6) lots for residential development
SUMMARY OF REQUEST:
The applicant, Eric Berkey, Berkey Home Builders, of Altoona requests approval of a Preliminary Plat
for the Wright Street Development Subdivision in order to subdivide the city block bounded by W.
Main, S. Fremont, W. Robinson, and S. Iowa Streets into six (6) lots for multi-family residential
development. The property is locally known as 710 W. Main Street and includes a former school
building converted to a duplex in the northwest corner, which will remain. The balance of the
property is currently vacant. Approximate property dimensions prior to subdivision are 238’ x 258’
totaling 61,404 SF, or 1.48 acres.
The subject property is zoned R-3 PUD, Multi-Family Residential Planned Unit Development. It was
rezoned from R-2, One- and Two-Family Residential, to its current zoning category in October 2019
following the review/approval of the Planning & Zoning Commission and City Council. This is the City’s
first Planned Unit Development following the adoption of that zoning district classification in 2019.

ANALYSIS OF REQUEST:
The PUD rezoning process requires the owner/applicant to submit a unified master plan for the
property that illustrates proposed land uses, transportation facilities, and building types, densities, and
arrangements. PUDs may consist of a single use or a mix of residential, commercial, and industrial
uses.
In this case the mix of uses includes one (1) duplex (existing), three (3) new townhouses, and two (2)
new apartment buildings, each including 12 units. The duplex and townhouses will front W. Main
Street and the apartment buildings will front W. Robinson Street. Each townhouse will have a 2-car
garage with direct driveway access to W. Main Street. A shared surface parking lot will be located in
the center of the property, providing parking for the duplexes and apartments, with access to both S.
Iowa Street and S. Fremont Street.
Prior to any development within a PUD, applications for preliminary and final plats, site plans, and
building permits are required and should be in conformance with the approved PUD master plan.
In this case the proposed preliminary plat conforms with the PUD master plan approved in October
2019 in terms of its: (1) number and size of lots; (2) building lines; (3) access to/from the property; and
(4) general layout of buildings, parking areas, and open space. Additional explanation of each item
is below and included in the summary table on the following page.
1) Number and Size of Lots – The subdivision will include a total of six lots ranging in size from 2,746
SF for a townhouse to 20,120 SF for an apartment building. Each lot will include one building.
Each townhouse will be located on its own lot, despite the buildings being joined, which will
allow for them to be owned individually.
2) Building Lines – Building lines define the minimum front, side, and rear yard requirements
outside of which no building or structure may be located. Proposed building lines are shown
on the plat as a dashed line. They are also summarized in the table below. It is important to
note the building lines are less than what would be required by straight R-3 zoning, but are
consistent with the R-3 PUD rezoning process and master plan approved in 2019.

3) Access to/from the Property – Public streets surround the property on all four sides. Access to a
shared, center parking lot will be provided from both S. Iowa and S. Fremont Streets. Each
townhouse will be accessed by an individual driveway from W. Main Street.
4) General Layout – As proposed, building fronts and sides will face the perimeter streets of the
property with a shared parking lot located at the center of the property. Views of the rear of
buildings and the parking lot will be minimized with this configuration.

All utilities exist in the immediate area and will be reviewed as part of the Final Plat.
Further, all information required to be included on the Preliminary Plat as outlined in Section 10-2-4 of
the Subdivision Ordinance has been confirmed by staff.
PROCESS:
Section 10-2-2 of the Subdivision Ordinance establishes the preliminary platting procedure, which
requires the preliminary plat to be considered by the Plan Commission with a recommendation
made to the City Council for final approval. Approval of the Preliminary Plat by the City Council does
not constitute final acceptance of the subdivision, but an authorization to proceed with preparation
of the final plat. The Final Plat should be submitted within 180 days of Preliminary Plat approval or
such approval will expire.
ACTION:
The Planning and Zoning Commission may choose one of the following four actions:
1. Approve the Preliminary Plat as presented (Staff Recommendation)
2. Approve the Preliminary Plat with Conditions
3. Deny the Preliminary Plat
4. Table the hearing to the next meeting if more information is required
