Finance Committee

Village of Kohler Finance Committee Meeting September 8, 2025 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Tracy Lyons and Laurie Lindow were present. Staff members present: Shawn Splivalo and Cindi Gamb. Public Comment – none. Approve Meeting Minutes from August 18, 2025 – Motion by John Ewert, second by Tracy Lyons to approve the meeting minutes from August 18, 2025. Motion carried. Business 1. Review and Approve August Claims Lists – Motion by John Ewert, second by Tracy Lyons to approve the August claims lists. Motion carried. 2. Review and Recommend: a) August Revenue & Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Tracy Lyons to recommend the Village Board approve the August revenue and expense reports, bank reconciliation and journal entries. Motion carried. b) 2026 Police Department Budget and Capital Outlay – Shawn presented the Police Department budget and capital outlay. The current camera system in the squad cars is dated and uses discs for recording. All other municipalities have moved to an online platform. The upgrade and subscription fees will be about $100,000. Shwan proposes to do this project in 2027 when new squad cars are purchased. Four officers purchased MRDS (red dots for guns). There is $2,000 included in capital outlay to reimburse the officers for this purchase. Motion by John Ewert, second by Laurie Lindow to recommend the Village Board approve the 2026 Police Department budget and capital outlay. Motion carried. 3. The Health Insurance Ad-Hoc Committee Recommends the Finance Committee Recommend the Following: a) Resolution No. 2025-5, Resolution for Inclusion Under the Wisconsin Public Employers' Group Health Insurance Program – Motion by John Ewert, second by Tracy Lyons to recommend the Village Board approve Resolution No. 2025-5, Resolution for Inclusion Under the Wisconsin Public Employers’ Group Health Insurance Program. Motion carried.  4. Police Department Update – Aurora has shut down the mental health area at the hospital. The County is working on contracts in the area. Currently the Police Department will be driving chapters to Fond du Lac for admission.
