August 10, 2023
Chairperson Thomas Schnettler called the meeting to order at 4:30 p.m. Roll call was
taken: Tom Schnettler, Jay Hoekstra, Lee Gumm, Mike Wandschneider, Thomas Kramer
and Mike Zimmermann were present. Paul Bonack was absent. Staff members
present: Mike Kitzerow and Laurie Lindow.
Approval of meeting minutes from July 13, 2023 – Motion by Mike Zimmermann, second
by Mike Wandschneider to approve the meeting minutes from July 13, 2023. Motion
carried.
1. Request from Jeff and Suzie Herold, 670 Treehouse Parkway, for a building
permit for a garden shed - All materials were provided for the proposed
garden shed and meets village code. An approval letter was issued by Kohler
Co. Residential Review Committee. Motion by Tom Schnettler, second by
Mike Zimmermann to approve a building permit for a garden shed for Jeff and
Suzie Herold, 670 Treehouse Parkway. Motion carried.
2. Request from Robin McFadzen, 409 Hill Street, for a building permit for a
fence – A property survey map, pictures and fencing spec’s have been
provided for a 42” white picket fence which meets code. An approval letter
was issued by Kohler Co. Residential Review Committee. Motion by Jay
Hoekstra, second by Mike Wandschneider to approve a building permit for a
fence for Robin McFadzen, 409 Hill Street. Motion carried.
3. Request from Grace United Church of Christ, for a permit for a sign – The
proposed temporary sign is 2’ x 8’ coroplast material and will be displayed on
the railing of the ramp in the front of church just to the west of the entrance
doors. The sign would have a light shining directly on the sign and set on a
timer. The sign is celebrating the church’s 100th anniversary and will be
posted around January 10, 2024 for no longer than ninety days. Motion by
Mike Wandschneider, second by Lee Gumm to approve temporary sign for
Grace United Church of Christ as presented. Motion carried.
4. Request from John Miller, 428 Sir Howard Circle, for a building permit for a
new stair addition – The proposal is to add a small staircase on the back
corner of the home into the lower level. The plan meets code and has been
approved by the Kohler Co. Residential Review Committee. Motion by Mike
Zimmermann, second by Jay Hoekstra to approve a building permit for a new
stair addition for John Miller, 428 Sir Howard Circle. Motion carried.
5. Request from David O’Keefe, 512 East Riverside Drive, for a building permit
for a new shed – The new shed is a 10’ x 10’ prebuilt wood or synthetic wood
shed which will fit on the existing pad and replace the existing gable metal
shed. The shed replacement meets code and has been approved by the
Kohler Co. Residential Review Committee. Motion by Tom Schnettler, second
by Mike Zimmermann to approve a building permit for a new shed for David
O’Keefe, 512 East Riverside Drive. Lee Gumm asked if the shed meets
village setbacks, in one of the pictures the existing shed looks close to the lot
line. There was a discussion whether a non-conforming shed can be
replaced with another non-conforming shed or if the decision should be
deferred to the Board of Zoning Appeals. Mike Kitzerow will check on the
setbacks and past practices. Tom Schnettler and Mike Zimmermann
rescinded their motions. Motion by Lee Gumm, second by Mike Zimmermann
to table until next month. Motion carried.
6. Request from Jonathon Esarey for a building permit for a new home on Lot 47
in The Clearings Subdivision – Complete building plans were submitted and
meet Village code. The Kohler Co. Residential Review Committee also
approved of the plans. Motion by Tom Schnettler, second by Mike
Wandschneider to approve a building permit for a new home on Lot 47 in The
Clearings subdivision for Jonathon Esarey. Motion carried.
7. Request from Shane and Rebecca Johnston for a building permit for a new
home on Lot 73 in The Clearings Subdivision – Complete building plans were
submitted and meet Village code. The Kohler Co. Residential Review
Committee also approved of the plans. Tom Schnettler mentioned that the lot
map attached to the plans show an outlot adjacent to Lot 73 when it has been
developed into a park. Renee Suscha said the Johnstons are aware the lot is
next to a park. Motion by Jay Hoekstra, second by Thomas Kramer to
approve a building permit for a new home on Lot 73 in The Clearings
Subdivision for Shane and Rebecca Johnston. Motion carried.
8. Request from Kohler School District for approval and building permit for
signage at Ebben Field – Plans were submitted for the signage to be posted
at Ebben Field. Motion by Lee Gumm, second by Thomas Kramer to approve
and issue a building permit for signage at Ebben Field as presented. Motion
carried.
Adjournment
Motion by Mike Zimmermann, second by Mike Wandschneider to adjourn the meeting at
4:45 p.m. Motion carried.
