Village of Kohler Village Board Meeting December 18, 2023 Village President Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, John Winter, Mike Zimmermann, John Ewert, Jason Kwacz, Michael Wandschneider and Brett Edgerle were present. Attorney Michael Bauer was also in attendance. Staff members present: Mike Kitzerow, Shawn Splivalo, Gary Lindow and Laurie Lindow. Items of Concern Regarding the Agenda, Including Public Comment – None. Approve Meeting Minutes from November 20, 2023 – Motion by Michael Wandschneider, second by Mike Zimmermann to approve meeting minutes from November 20, 2023. Motion carried. Business 1. Village of Kohler Proclamation – Kohler Co. 150th Anniversary – “A BOLD JOURNEY OF COLOR, DESIGN AND INNOVATION” – Laura Kohler attended the Village Board meeting and Tom Schnettler read the Village of Kohler Proclamation congratulating Kohler Co. on their 150th Anniversary of exemplary businesses and wish them continued success. Laura Kohler was given a framed copy of the proclamation which will be memorialized in the permanent records of the Village of Kohler. 2. The Finance Committee recommends the Village Board take action on the following: a. Temporary Class B beer and wine license for St. John Evangelist Parish for January 28, 2024 – Motion by John Ewert, second by Michael Wandschneider to approve temporary Class B beer and wine license for St. John Evangelist Parish for January 28, 2024. Motion carried. b. November Revenue & Expense reports, bank reconciliation and journal entries – Motion by John Ewert, second by Michael Wandschneider to approve November Revenue & Expense reports, bank reconciliation and journal entries. Motion carried. 3. The Property Committee recommends the Village Board take action on the following: a. Authorize ordering inflatable raft, motor and accessories from MilPRO Marine, LLC, in an amount not to exceed $27,000 – The proposal includes the inflatable raft, motor and delivery for $24,035. Additional accessories included are extra rear handles, lifting sling and lettering. It is undetermined if the lifting sling is needed until the raft is onsite. The raft, motor and all accessories total $27,260 and any overage would be charged to Fire Department repairs and supplies expense. Motion by Jason Kwacz, second by Michael Wandschneider to authorize ordering inflatable raft, motor and accessories from MilPRO Marine, LLC in an amount not to exceed $27,000. Motion carried. b. Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin Updating the Fee Schedule – Tom Schnettler asked for clarification of the fireworks permit fees, whether the fee change was due to fire department presence during the event. The difference in fees charged relates to filing of the application within the 45 day window. A roll call vote was taken: John Winter – nay, Mike Zimmermann – aye, John Ewert – aye, Jason Kwacz – aye, Michael Wandschneider – aye, Brett Edgerle – aye, Tom Schnettler - nay. Motion carried, but not unanimously. c. Approve amount not to exceed $2,900 for Excel Engineering, Inc. to perform a schematic design for Public Works Buildings – Excel Engineering already has data points on all existing buildings and will be performing a high-level long-term plan for existing Public Works buildings and possible additional buildings. Motion by Jason Kwacz, second by Michael Wandschneider to approve amount not to exceed $2,900 for Excel Engineering, Inc. to perform a schematic design for Public Works Buildings. Motion carried. d. Approve 2024 Sewer Utility and Water Utility Budgets – Motion by Jason Kwacz, second by John Winter to approve 2024 Sewer Utility and Water Utility Budgets. Motion carried. 4. The Plan Commission recommends the Village Board take action on the following: a. Approve building permit for the Kohler Co. 150th Anniversary Monument – A variance for height of the monument was granted by the Board of Zoning Appeals. Motion by Tom Schnettler, second by John Winter to approve building permit for the Kohler Co. 150th Anniversary Monument. Motion carried. 5. Appointments to Tourism Promotion & Development Committee and Election Officials - Tom is recommending the appointment of Ruben Cambero Sedano to the Tourism Promotion & Development Committee for the remainder of a two-year term expiring April 2024. Also recommended is the list of Election Official appointments as presented. Motion by Tom Schnettler, second by Brett Edgerle to approve appointments as presented. Motion carried. 6. Pool Project Update and take action on change order – The pool roof refurbishing is completed and watertight and lights have been installed. The ventilation system, electrical rough in, and stormwater drains are in process. Tile on the pool deck and 14” down on the pool sides are being repaired. Tom and Mike are looking at options for having permanent shades outside. Commercial grade, long term permanent shades are being looked at and will be considered at a future Village Board meeting Adjournment Motion by Michael Wandschneider, second by Jason Kwacz to adjourn the meeting at 6:20 p.m. Motion carried. _____________________________ Laurie Lindow, Clerk-Treasurer
