Village of Kohler Special Village Board Meeting November 24, 2025 Chairperson Thomas Schnettler called the meeting to order at 6:00 p.m. Roll call was taken: Tom Schnettler, John Ewert, Mike Wandschneider, Kelly Kasten, Tracy Lyons and Laurie Lindow were present. Brett Edgerle was absent. Cindi Gamb was the staff member present. Items of Concern Regarding the Agenda, Including Public Comment – none. Business 1. Tom Schnettler announced the Village Board was going into Closed Session Pursuant to Wisconsin State Statute 19.85(1)(c) to Consider Employment, Promotion, Compensation or Performance Evaluation Data of any Public Employee over which the Governmental Body has Jurisdiction or Exercise Responsibility to Discuss Employee Wages and Benefits – Motion by Tom Schnettler, second by Mike Wandschneider to go into closed session. A roll call vote was taken: John Ewert – aye, Mike Wandschneider – aye, Brett Edgerle – absent, Kelly Kasten – aye, Tracy Lyons – aye, Laurie Lindow – aye, Tom Schnettler – aye. Motion carried. Motion by Tom Schnettler, second by Mike Wandschneider to return to open session. Motion carried. 2. The Village Board may Reconvene into Open Session and may take Action on Items Considered in Closed Session – Motion by Tom Schnettler, second by Mike Wandschneider to adopt the ETF Group Health Insurance Program High Deductible Plan (PO17) as presented with the following: employees on health insurance will receive an annual stipend, paid monthly, of $8,142.96 for single and $8,704.56-9,509.28 for family, this will allow a cap of $250 for the employee monthly contribution towards insurance; HSA $1,000 single/$2,500 family; non-represented employees will receive an opt out payment, maximum of $13,079.16 annually or the amount they are receiving in 2025, whichever is less. Motion carried but not unanimously. 3. Clarification of 2026 General Fund and Capital Outlay Budgets – Cindi discussed the budget with Baker Tilly and it is correct as presented at the last meeting. No formal action was taken. .
