City of Kootenai COUNCIL MEETING MINUTES DATE: November 12, 2024 TIME: 6:30 p.m. Mayor Lewis brought the meeting to order at 6:30 p.m. City Clerk opened the telephonic/video line for phone and/or video attendance. Pledge of Allegiance / Roll Call: Councilman Sundquist – PRESENT, Councilman Schock – HERE, and Councilman Rafferty – HERE. Councilman Ferris - HERE Staff Present: City Clerk/Treasurer - Manda Corbett, Assistant City Planner – Tessa Vogel, City Deputy Clerk - Mindy Stearns Amendments to the Agenda: None were made. Announcements: None were made. Others Present: Residents - Sandra Furlini and Bethany Hedahl, Mike Hammack with Providence Subdivision, and Greg Burnett from Burnett Media Group Public Comment: None were made. 1. Consent Agenda: Mayor Lewis asked the Council for a motion to approve the Consent Agenda. Councilman Rafferty moved to approve the Consent Agenda, 2nd by Councilman Schock; roll call vote: Councilman Sundquist – AYE Councilman Rafferty – AYE Councilman Schock – AYE Councilman Ferris – AYE 2. Reports: 2.A Mayor: Nothing to report 2.B City Engineer: Written Report – City Engineer absent 2.B1 2nd Avenue Widening Project – No discussion occurred. 2.B2 All Hazards Mitigation Plan for Bonner County – No discussion occurred. 2.C City Planner: Specific Topics were discussed. 2.C1 Building Permit and Land Use Activity – Tessa reported that one new building permit was received in October for an accessory living unit. This brings the total for the year to six. No new land use applications were received. City of Kootenai Council Meeting Minutes November 12, 2024, Page 1 of 2 2.C2 Providence Plat – Tessa provided the final plat of this subdivision for signature by the Mayor and City Clerk confirming City Council’s review. Concerns around the need for a stop light and building code differences between Bonner County and the City of Kootenai were discussed. The Council initially resisted authorizing signature approval, however Tessa confirmed that signing would not indicate the Council’s agreement to or approval of this subdivision, but only that the final plat was reviewed. Future concerns will be brought up to Bonner County in the Area of City Impact meetings. Councilman Rafferty moved to authorize the Mayor and Clerk to sign the final plat mylar, 2nd by Councilman Schock; roll call vote: Councilman Sundquist – ABSTAINED Councilman Rafferty – AYE Councilman Schock – AYE Councilman Ferris – AYE 2.C3 Site Plan Review – Kootenai Commerce Center – Tessa provided confirmation that the proposed public pathway will be conveyed by easement. The council agreed to the pathway dedication showing easement shall be developed and improved for use by the public within 1 year of the first phase. 2.D Selkirks-Pend Oreille Transit (SPOT) – Mayor Lewis reported that there is now a contract with Schweitzer and SPOT buses will be running up to the resort. 2.E Park Committee – Nothing was reported. 3. Discussion/Action Items: 3.1 New City Logo – A new logo design was presented to Council with mostly favorable review. The web designer will revise to show “City of Kootenai” and will provide other design options that include a moose instead of a bear. 3.2 City Website Fees going forward – Discussion on this was tabled until a final web design, logo and fee schedule is reviewed and approved by Council. 3.3 Team Holiday Party – An invitation was given to all council members and their families for December 5th at Laughing Dog Brewery. 5.
