ADMINISTRATIVE POLICY COMMITTEE MEETING MINUTES February 27, 2025 at 5:30 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER A. Pledge of Allegiance B. Roll Call PRESENT Kelly Coyle Chris Voll Mary Solheim Terry Lewis-Birkett ABSENT Jordyn Wadle-Leff 2. ANNOUNCEMENT OF CLOSED SESSION 3. PUBLIC COMMENT Please be advised per State Statute Section 19.84(2), information will be received from the public. It is the policy of this Village that Public Comment will take no longer than 15 minutes with a three-minute time period, per person, with time extension per the Chief Presiding Officer’s discretion. Be further advised that there may be limited discussion on the information received, however, no action will be taken under public comments. None 4. APPROVAL OF MINUTES C. November 21, 2024 Motion by Coyle/Solheim to approve minutes as presented. Motion carried 4:0 by voice vote. D. December 19, 2024 Motion by Coyle/Voll to approve minutes as presented. Motion carried 4:0 by voice vote. E. February 3, 2025 Motion by Lewis-Birkett/Solheim to approve minutes as presented. Motion carried 4:0 by voice vote. F. February 10, 2025 Motion by Lewis-Birkett/Coyle to approve minutes as presented. Motion carried 4:0 by voice vote. G. January 23, 2025 Motion by Solheim/Voll to approve minutes as presented. Motion carried 4:0 by voice vote. 5. REPORTS AND DISCUSSIONS H. Interim Finance Director Report It was stated that John is doing a great job getting the village finances back on track. 6. NEW BUSINESS I. Discussion and Possible Action: Budgeting for a new Dump/Plow Truck Greg discusses the options for paying for new dump truck. Brad talks on the emission increase if the Village waits until 2026 to purchase the truck. APC requests that Greg and Brad bring three quotes to the next regular Village Board meeting. Motion by Coyle/Lewis-Birkett to recommend Village Board approve option #1 for purchase of dump truck. motion carried 4:0 by voice vote J. Discussion and Possible Action: Approval of Kronenwetter Dr. TID #2 Road Project Bid from Hass Sons, Inc. for a total of $3,146,530.14 Motion by Coyle/Voll to recommend Village Board approve the TID#2 Kronenwetter Drive Contract with Hass Sons, Inc. for $3,146,530.14. Motion carried 4:0 by voice vote. K. Discussion & Possible Action: Purchase of three SCBA Packs-FD Motion by Coyle/ Lewis-Birkett to recommend Village Board approve the purchase of three SCBA packs for the fire department with 2024 funds from the 220 funds account. Motion carried 4:0 by voice vote. L. Discussion & Possible Action: Code of Conduct no action, bring back to next meeting. M. Discussion & Possible Action: Employee Handbook Review APC requested special meeting to review the Employee Handbook 7. OLD BUSINESS N. Discussion and Possible Action: Policy GEN-010-Public Comment - for citizens unable to attend Village Committees, Commissions & Boards APC stated they would like to fix the language for GEN-010 and bring back for next regular APC meeting O. Discussion and Possible Action: Revision of Ordinance 180-3; Village Board Meetings Motion by Coyle/Lewis-Birkett to recommend Village Board approve Ordinance 180-3 as amended. Motion carried 4:0 by voice vote. P. Discussion and Possible Action: Removal of Policy Gen-009 Motion by Coyle/Solheim to recommend Village Board eliminate GEN-009. Motion carried 4:0 by voice vote. CLOSED SESSION Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85 (1)( c ) for consideration of employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – to wit Review of Clerk Candidates Motion by Coyle/Lewis-Birkett to convene into closed session. Motion carried 4:0 by Roll call. RECONVENE OPEN SESSION Consideration of motion to reconvene into open session. Motion by Lewis-Birkett/Solheim to reconvene into open session. Motion carried 4:0 by voice vote. ACTION AFTER CLOSED SESSION Motion by Solheim/Lewis-Birkett to continue recruiting efforts for Village Clerk. Motion carried 4:0 by voice vote. 8. CONSIDERATION OF ITEMS FOR FUTURE AGENDA GEN-010, April meeting 9. NEXT MEETING: March 20, 2025 10. ADJOURNMENT Motion by Voll/Coyle to adjourn. Motion carried 4:0 by voice vote.
