1. CALL MEETING TO ORDER
Trustee Ken Charneski called the February 2, 2026 CLIPP Committee Meeting to order at 6 p.m.
A. Roll Call
PRESENT: Trustee Ken Charneski, President Dan Joling, Patty Tikalsky, Garrett Lysne, Paul Mijal
STAFF: Fire Chief Thresa O’Brien, Police Chief Terry McHugh, Community Development Director Peter
Wegner, Finance Director John Jacobs, Public Works Director Greg Ulman, Clerk Jennifer Poyer
2. PUBLIC COMMENT
No public comment was given.
3. APPROVAL OF MINUTES - DISCUSSION AND POSSIBLE ACTION
B. January 5, 2026 CLIPP Committee Meeting Minutes
Motion by Tikalsky/Mijal to accept the January 5, 2026 CLIPP Committee Meeting Minutes as
presented. Motion carried by voice vote. 5:0.
4. REPORTS AND DISCUSSIONS
C. Police Chief Report
Police Chief Terry McHugh presented his report. He mentioned Kronenwetter’s rating as the 4th safest
city in Wisconsin. He answered questions from the committee members about the ranking, gift card
scams and an investigation out of Waupaca regarding a sex offender.
D. Fire Chief Report
Fire Chief Theresa O’Brien presented her report and EMS Coordinator Alexa Kufalk’s EMS report.
She answered questions regarding water safety training capabilities and equipment. She mentioned
receiving a thank you letter from a resident who received EMS services from the Village. She was
applauded for the report.
E. Public Works Director Report
Public Works Director Greg Ulman presented his report. He mentioned taking water depths on the
Municipal Pond and fundraising for parks work with Committee Member Patty Tikalsky. Tikalsky
mentioned the need to communicate all the good things about Kronenwetter in reference to learning
there was a spot to ice fish.
F. Community Development Director Report
Community Development Director Peter Wegner presented his report. He mentioned a site plan for
development that would include landscaping and gun sales businesses; a conditional use permit for a
repurposing wire home business; and plan for a distribution center.
G. Complaint Log
Community Development Director Wegner presented the Complaint Log to the committee. He
commented on the length of time complaints tend to remain on the complaint log due to a lack of time
and staff availability.

5. OLD BUSINESS - DISCUSSION AND POSSIBLE ACTION
H. Absentee Voting Ordinance
Motion by Lysne/Joling to recommend the new absentee voting ordinance to the Village Board. Motion
carried by voice vote. 5:0.
Clerk Poyer presented the revised absentee voting ordinance written by Trustee Charneski.
She agreed to the contents within the ordinance when questioned by committee members.
I. Chapter 382 Nuisance Revision
No action taken.
Trustee Charneski presented committee members with a hard copy of his revised ordinance during the
meeting. The item will be brought back during the next meeting after members have a chance to
review the document.
6. NEW BUSINESS - DISCUSSION AND POSSIBLE ACTION
J. Railroad Blockage Project
No action taken.
Public Works Director Ulman and Trustee Charneski gave an overview of this item. Committee
members asked questions and discussed cost; location; a meeting with the railroad and WPS; capability
of the trails regarding vehicles; proposal received; etc.
K. Road Accessibility RFP
See agenda item 6J.
L. Upcoming Road Projects
No action taken.
Public Works Director Ulman and Finance Director Jacobs presented the timeline of road construction.
They presented a list of roads needing fixing and the financing plan to fund the projects. They answered
questions from the committee members. They were asked to “crunch the numbers” if the projects’
dates were moved up.

Motion by Lysne/Joling to adjourn the meeting. Motion carried by voice vote. 5:0.
