POLICE AND FIRE COMMISSION MEETING MINUTES
November 17, 2025 at 5:30 PM

1. CALL MEETING TO ORDER
President Schemmel called the 11/17/2025 Police and Fire Commission meeting to order at 5:30
p.m.
A. Pledge of Allegiance
Those in attendance recited the Pledge of Allegiance.
B. Roll Call
PRESENT:
President Doug Schemmel
Vice President David Forsythe
Commissioner Chet Rucinski
Commissioner Lucene Udulutch
Commissioner Rick Smith
STAFF: Chief Theresa O’Brien, Police Chief Terry McHugh, Police Lt. Christopher Smart, and
Police and Fire Commission Secretary Dianne Drew
2. ANNOUNCEMENT OF CLOSED SESSION
President Doug Schemmel announced the upcoming closed session.
3. APPROVAL OF MINUTES
C. Approve June 23, 2025 and October 13, 2025 meeting minutes.
Motion by Commissioner Rick Smith, seconded by Commissioner Lucene Udulutch to approve
the 06/23/2025 meeting minutes. Voting Aye: President Schemmel, Commissioner Udulutch,
Commissioner Smith. Voting Abstain: Commissioner Rucinski, Vice President Forsythe.
Motion by Commissioner Rucinski, seconded by Vice President Forsythe to approve the
10/13/2025 meeting minutes. Voting Aye: President Schemmel, Commissioner Rucinski,
Commissioner Udulutch, Vice President Forsythe. Voting Abstain: Commissioner Smith.
4. PUBLIC COMMENT
None.
5. NEW BUSINESS
D. Discussion and Possible Action--Fire Department: Promotion to Lieutenant and Full-Status
Membership
Motion made by Vice President Forsythe to promote Firefighter/EMS Coordinator, Alexa Corazalla,
to the position of Lieutenant on the Kronenwetter Fire Department, as recommended by the Fire
Chief. Seconded by Commissioner Smith. Motion carried 5:0 by roll call vote.
Motion made by Commissioner Smith to accept the Fire Chief’s recommendation for Matt Neyrinck
to become a full member of the Kronenwetter Fire Department, with his probationary period being
considered completed. Seconded by Commissioner Udulutch. Motion carried 5:0 by roll call vote.
6. CLOSED SESSION
Consideration of motion to convene into closed session pursuant to Wis. Stat. 19.85(1)(c) for
consideration of employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility – to
wit, police officer.
Motion by Vice President Forsythe, seconded by Commissioner Udulutch to convene into closed
session. Motion carried 5:0 by roll call vote. Convened into closed session at 5:35 p.m. Chief McHugh
and Lt. Smart were invited into closed session.
7. RECONVENE OPEN SESSION
Motion by Commissioner Smith to reconvene into open session at 6:19 PM. Seconded by
Commissioner Udulutch. Motion carried 5:0 by roll call vote.
8. ADJOURNMENT
Motion by Vice President Forsythe, seconded by Commissioner Udulutch to adjourn. Motion carried
5:0 by roll call vote.
Meeting adjourned at 6:20 p.m.
