VILLAGE BOARD MEETING MINUTES July 13, 2026 at 6:00 PM Kronenwetter Municipal Center - 1582 Kronenwetter Drive Board Room (Lower Level) 1. CALL MEETING TO ORDER President Dan Joling called the July 13, 2026 Village Board Meeting to order at 6 p.m. A. Pledge of Allegiance Those in attendance were invited to stand and recite the Pledge of Allegiance. B. Roll Call PRESENT: President Dan Joling,Trustee Aaron Myszka, Trustee Craig Mortensen, Trustee Jessica Stowell, Trustee Dan Lesniak, Trustee Kelly Coyle, Trustee Mary Solheim STAFF: Administrator James Davel, Police Lt. Chris Smart, Finance Director John Jacobs, Public Works Director Greg Ulman, Clerk Jennifer Poyer 2. MOTION TO MOVE AGENDA ITEMS No items were moved. 3. CHAIRPERSON COMMENTS President Joling commented on the hot weather. 4. ANNOUNCEMENT OF CLOSED SESSION President Joling announced there would be a closed session during the meeting. 5. PUBLIC COMMENT No public comments were made. 6. REPORTS FROM STAFF AND VENDORS C. Police Chief's Report Lt. Smart presented the Police Chief Report. He answered questions from the board regarding traffic stop numbers. D. Fire Chief Report Chief Theresa O’Brien was not present. It was mentioned that she was at a fire call. E. Administrator Report Administrator Davel presented his report. He talked of the upcoming budget calendar and ordinance language regarding wind farms and data centers. He answered a question regarding the power outlets at Buska Park. 7. CONSENT AGENDA - DISCUSSION AND POSSIBLE ACTION F. June 22, 2026 Village Board Meeting Minutes Motion by Stowell/Mortensen to accept the June 22, 2026 Village Board Meeting Minutes. Motion carried by voice vote. 7:0. 8. NEW BUSINESS - DISCUSSION AND POSSIBLE ACTION G. Proposed Revisions to Chapter 41 Elections (CLIPP) Motion by Coyle/Lesniak to adopt Option C in conjunction with holding a public hearing. Motion withdrawn. Staff was directed to address attorney recommendations and take revisions back to the CLIPP Committee. Discussed the need for the local ordinances; staff’s changes to address complaints; the three options; use of attorney; and current outdated language in Village Code of Ordinance. Kronenwetter Ballot Drop Box Installation Motion by Stowell/Lesniak to go ahead and place the box back up for public ballot drop-off. Motion amended to include for August and November 2026 Elections and follow-up with numbers of used and not used and damaged or not damaged. Motion carried by voice vote. 7:0. Discussed previous usage and current ballot return requirements and procedures. I. Chapter 389 Oak Wilt No action taken. Discussed Chapter 389 Oak Wilt of the Village Code of Ordinance; oak wilt procedures; past grants; residents with oak wilt; neighboring communities; list of oak wilt resources; tree inspector; and suspension of the oak wilt ordinance. J. Municipal Center Garage Motion by Coyle/Myszka to approve SD Ellenbecker’s bid of $ 814,815. Motion carried by roll call vote. 7:0. Discussed the firewall in the building; police vs. public works building portions; the possible future capabilities for additions to the garage; and costs. 9. CLOSED SESSION Motion by Lesniak/Stowell to convene into closed session pursuant to Wis. Stat. § 19.85(1)(b) for consideration of dismissal, demotion, discipline, or investigation of charges against a public employee and/or and Wis. Stat. § 19.85(1)(f)Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.: Discussion and possible action regarding any final further redactions to the investigation record before release pursuant to the Wisconsin Public Records Law.
