5 APPROVE ISSUANCE OF A PURCHASE ORDER FOR EMERGENCY STORM DRAIN
REPAIRS AT 941 AND 951 RIDGEHAVEN DRIVE IN AN AMOUNT NOT TO EXCEED

A Authorize the City Manager to execute an Agreement with Mike Bubalo Construction
Co., Inc and authorize staff to issue a purchase order in an amount not to exceed
400, 000 for emergency storm drain repairs on 941 and 951 Ridgehaven Drive, and.
B Appropriate $ 400, 000 of American Rescue Plan Act ( ARPA) funds for this emergency
storm drain repair

MAYOR' S COMMUNITY CALENDAR:
Mayor Gomez made the following announcements.
Movies in the Park to be held on Friday, May 19, 2023, at EI Centro Park
In partnership with CR& R, the City will host a Household Hazardous Waste and Universal
Waste Collection event to be held on Saturday, May 20. 2023, adjacent to the Public Works
Facility.
La Habra Splash Play Zones at Oeste Park are scheduled to reopen on Saturday. May 27.
2023.
American Legion Post # 267 will be hosting its Inaugural Memorial Day event on Monday,
May 29, 2023, at EI Centro -Lions Park.
Planning Commission and Community Services Commission meetings held.
Current job openings with the City of La Habra.
Water conservation efforts are still in effect with lawn irrigation prohibited between the hours
of 10: 00 a. m. to 4: 00 p. m., as is the washing of hard surfaces such as sidewalks and
driveways.

Councilmember Medrano acknowledged the La Habra Public Works Department for National
Public Works Week and the La Habra Police Department for National Police Week. He thanked
the Community Services Department and Management Analyst II Hurt for the success of the City
of La Habra 2023 State of the City held on Thursday. May 11, 2023. He requested the meeting
be adjourned in memory of Juan G. Arroyo.
Councilmember Espinoza spoke regarding the success of the City of La Habra 2023 State of the
City held on Thursday, May 11, 2023,
Mayor Pro Tem Nigsarian spoke regarding the success of the City of La Habra 2023 State of the
City held on Thursday, May 11. 2023: and the Mayor' s Prayer Breakfast held on Wednesday.
May 4. 2023 He spoke regarding successful gang intervention and graffiti removal efforts, and
encouraged the La Habra Police Department to continue these efforts. He thanked the La Habra
Police Department for their hard work.
Mayor Gomez thanked City staff. his City Council colleagues, and various dignitaries for the
success of the City of La Habra 2023 State of the City held on Thursday. May 11, 2023, and the
Mayor' s Prayer Breakfast held on Wednesday, May 4. 2023. He requested the meeting be
adjourned in memory of Elaine Friesen.
ADJOURNMENT: Mayor Gomez recessed the meeting in memory of Juan G. Arroyo and Elaine
Friesen at 6. 52 p. m. to the City Council Closed Session Room 112c, 100 East La Habra
Boulevard

That the City Council deny the claim of Cypress Point Apartments/Sterling Property Management in order to
set a definite six-month Statute of Limitations date.
3. APPROVE DENIAL OF LIABILITY CLAIM OF CYNTHIA KRUEGER
That the City Council deny the claim of Ms. Cynthia Krueger in order to set a definite six-month Statute of
Limitations date.
4. APPROVE MILITARY EQUIPMENT POLICY ANNUAL REPORT AND RENEWAL
That the City Council:
A. APPROVE AND ADOPT RESOLUTI ON NO. ____ ENTITLED: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, RENEWING ORDINANCE NO. 1841 AND
DETERMINING THAT MILITARY EQUIPMENT USE BY THE LA HABRA POLICE DEPARTMENT
COMPLIES WITH STATE LAW;
B. Renew Ordinance No. 1841 that approved the La Habra Police Department's military equipment use
policy; and,
C. Make a finding that the City's military equipment use complies with State law after considering the annual
