The Commission discussed Council feedback and next steps. 5.3 DISCUSSION ITEM - VILLAGE ENHANCEMENT FUND SCORING METRICS Assistant City Manager Amanda Lee presented to the Commission the scoring metric methodology for scoring Village Enhancement Fund applications. Mrs. Lee gave a demonstration of the metric and answered questions from the Commission. 5.4 COMMISSIONER INITIATED ITEM (BOUGIE) - 2026 WORK PLAN ITEM ADDITION - PARKING DISTRICT ONE EXPANSION Commissioner Bougie presented an item to the Commission to add a study of the expansion of Parking District One to the 2026 Work Plan. This marks the 32nd anniversary of the Classic Car Show & Music Event and the 9th hosted by the LMVA. This free community event will be held every Thursday from June 4th through August 27th from 5pm to 8pm for 13 weeks. It will feature vintage cars, trucks, and vans the same as in 2017 through 2019 and 2021 through 2025. There will be a street closure on 3rd St. from La Mesa Blvd. to the alley, where the bands are located, using the same layout as we had for the last eight (8) years, and La Mesa Lumber will be providing a vehicle, that is used as the stage. In addition to the bands there will be a DJ located on the corner of 3rd St. and La Mesa Blvd. Each summer The Classic Car Show brings thousands of people to the downtown village over its 13-week run, increasing sales and visibility for businesses within Parking Distribute One. The four-month long ad campaign creates a summer excitement for Page 7 of 39  the village to Shop, Dine, Explore, listen to live music and marvel at some classic cars. This event has been a staple of La Mesa summers for over 30 years. Hosting the Classic Car Show in the heart of La Mesa adds to the rich vibrancy of La Mesa’s downtown and benefits the business community while giving back to the public, which raises the City’s visibility and prominence. The VEF Grant greatly helps with this event as it is a free community event, and we do not have any vendor or ticket income. This grant money pays for the entertainment and advertising. This year marks the 10th anniversary of the LMVA hosting the La Mesa Holiday in the Village; however, we recently discovered this year marks the 111th anniversary of Christmas in La Mesa. This year Free Community Event will be held on Saturday, December 13th from 12pm to 9pm. The two-month long ad campaign brings brand awareness to the business sponsors as well as enticing the public to not only attend the Holiday in the Village, but to also Shop, Dine and Explore the Village throughout the year. Hosting Holiday in the Village in the heart of La Mesa adds to the rich vibrancy of La Mesa’s downtown and benefits the business community while giving back to the public, which raises the City’s visibility and prominence. Vendors will be bringing in their own tents, power, lights and as needed, electrical generators, which will be permitted separately by the City. In addition, power for stages and dance floors will be by a city-approved electrical subcontractor to tie into existing power sources in light poles and tree wells, as needed. The event promoter and organizer, McFarlane Promotions, Inc., will oversee the operations of the event with the assistance of the LMVA. We are requesting zero cost recovery from the city, and that the city covers the cost of detour, road closure, and adjusted parking hour signs including the setup and removal of the signs. Please use the space The Taste of La Mesa Village is an event that features the below to describe your notable variety of downtown La Mesa restaurants, cafes and bars funding request. as well as retail businesses, and positions us as a premier dining and shopping destination within San Diego County. We are planning the event for Thursday, April 23, 2026 from 5 – 8 pm. The event showcases our downtown eateries and bars by selling a set number of tickets (minimum 500 – maximum 750) where attendees will walk up and down La Mesa Blvd. between Acacia Ave. to Grant Ave. to taste the different samples of food and beverages at each participating restaurant and cafe. Retailers will have the opportunity to get involved in the tasting event by hosting an alcoholic beverage at their location known as a “Sip Stop”, and will be included on the event Passport/Map. We will feature approximately 3 – 4 musicians at the event strategically located along the route to provide a nice background ambiance while attendees stroll up and down La Mesa Blvd. Musical guests will be limited in size and volume so that they are not too loud/overwhelming. Event ticket sales are handled through a 3rd party event website. We will have two types of tickets: 1) food/alcohol/non-alcoholic beverages, or 2) food/non-alcoholic beverages only. If we have not sold out by the day of the event, tickets can be purchased on a first come first served basis the day of the event. Day of the Event - Attendees will check in and receive a Passport/Map that will guide them to each participating location Page 14 of 39 as well as a wristband indicating their ticket type to be shown at each location. Each attendee will receive a reusable, branded tote bag that will have flyers/coupons/etc. from participating businesses. For those that purchased tickets that include alcohol we will verify their age with an ID check, and they will receive a reusable cup featuring the event logo to use at the alcohol “Sip Stops” that can be taken home as a souvenir. We will also provide participating restaurants with compostable food boats, utensils and napkins to create a more uniform look as well as assist in their expenses. Disposable EDCO trash cans will be placed along La Mesa Blvd. to help keep sidewalks clear of event debris. Additionally, we will purchase a $100 gift card from each participating food and/or non-alcoholic beverage business as a “thank you” for participating. The alcohol Sip Stop locations will have a dedicated volunteer (age 21+) checking that participants have the correct wristband to sample the alcoholic beverage, as well as check off their Passport (this is a stipulation of the ABC 1-day permit). Water stations will be set up strategically along La Mesa Blvd. to provide refreshment to event attendees at no cost. We are not planning to close any streets. Attendees will simply walk up and down La Mesa Blvd. to the different locations. Musicians will be positioned in areas that will not impede upon sidewalk traffic (e.g. – The Lookout, bump outs, common area at La Mesa Village Plaza near water fountain). We will utilize a variety of advertising to promote the event to all of San Diego County in order to drive ticket sales and overall awareness for the event. We sold out of the available 500 tickets within 5 days and had a waitlist of 650 people the day of the event. Our ticket check-in resulted in a 96% attendance rate with just 20 people not attending. This is proof that this is an event the community wants! San Diego Made is proud to bring creative energy, economic opportunity, and community celebration to the heart of La Mesa —and we’re excited to share our plans to return in 2025 with our most vibrant Spring Market yet. This event isn’t just a craft fair— it’s a joyful, inclusive gathering that uplifts local artists, inspires community pride, and drives traffic to small businesses across La Mesa Village. With your continued support, we hope to make the 2025 Spring Market a cornerstone celebration for the entire city, one that reflects the creative spirit and entrepreneurial heart of La Mesa. Our third annual La Mesa Spring Market is tentatively scheduled for Saturday, April 18 or April 25, 2025, from 11 a.m. to 7 p.m. Along La Mesa Boulevard, we’ll feature 125 carefully curated craft vendors and artists, free photo booths, Instagram-worthy installations, live music, kids’ areas, and more—all designed to be family-friendly, free to attend, and welcoming to all. We will once again prioritize supporting local restaurants and small businesses. Only a limited number of specialty food vendors (cotton candy, waffles, boba tea) will be brought in to complement—not compete with—the Village’s dining scene. No alcohol will be served, instead encouraging attendees to eat, drink, and linger in the incredible establishments already lining the Boulevard. This year, we are especially focused on deepening engagement with Village businesses. Our team will proactively reach out in Page 27 of 39 person, by phone, and through email to every business within the event footprint, inviting them to participate through sidewalk activations, special promotions, and cross-marketing opportunities that boost both visibility and revenue. With two successful years behind us, we are confident the 2025 market will be our most impactful yet. We’re investing in a robust marketing campaign—social media outreach, digital and print advertising, professional PR support, and large-scale street banners throughout the Village—to drive strong attendance. We anticipate 4,000–5,000 attendees, drawn from our established following and a growing base of regional visitors who now see La Mesa as a creative destination. To make this possible, we respectfully request $42,500 in financial support from the La Mesa Village Enhancement Fund. While we will continue to collect low vendor fees to keep the event accessible to small makers, this public funding is essential to maintaining the event as free to the public. Without it, we would be forced to introduce entry fees, reduce programming, and limit outreach efforts, significantly diminishing the event’s accessibility and community impact.
