CALL TO ORDER Commissioner McCune called the meeting to order at 5:31 p.m. 1.1 PLEDGE OF ALLEGIANCE 2. ADDITIONS AND/OR DELETIONS TO THE AGENDA There were no additions or deletions to the Agenda. 3. PUBLIC COMMENTS – (TOTAL TIME – 15 MINUTES) NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the La Mesa Community Parking Commission will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda. There were no public comments given. 4. CONFLICT DISCLOSURES There were no conflict disclosures given. 1 5. CURRENT BUSINESS 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION REGULAR MEETING HELD TUESDAY, JANUARY 20, 2026 The Minutes from the La Mesa Community Parking Commission Regular Meeting held Tuesday, January 20, 2026, were approved by a 4-0 vote. 5.2 COIN-ONLY PARKING METER REPLACEMENT PROJECT UPDATE Assistant to the City Manager Lyn Dedmon gave an update on the Coin- only Parking Meter Replacement Project, stating that the 50 smart meters being purchased are anticipated to be installed on Lemon Avenue by mid- March. Discussion ensued regarding where the next deployment will occur. Commissioners agreed that the next deployment should be in the Allison Avenue Municipal Parking Lot. Further discussed ensued regarding whether a QR Code parking management system would be appropriate for the parking lot. 5.3 WORK PLAN ITEM #1 - ASSESSMENT OF MUNICIPAL PARKING LOTS IN PARKING DISTRICT ONE Assistant to the City Manager Lyn Dedmon presented Work Plan Item #1 and discussed different options for evaluating the condition of infrastructure in the municipal parking lots in Parking District One. 5.4 WORK PLAN ITEM #6 - RESEARCH EXPANSION OF PARKING DISTRICT ONE (DRAFT MAP REVIEW) Assistant to the City Manager Lyn Dedmon and Assistant City Manager Amanda Lee presented a draft GIS map that staff created to assist the Commission with researching the expansion of Parking District One. The Commission reviewed the map and discussed different parking management strategies and potential areas of expansion, including the Civic Center block and the on-street parking area on Nebo Dr. south of La Mesa Blvd. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS There were no Staff or Commissioner announcements. 7. ADJOURNMENT Commissioner McCune adjourned the meeting at 6:42 p.m. 2

CURRENT BUSINESS 1 Page 4 of 5 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION REGULAR MEETING HELD TUESDAY, NOVEMBER 18, 2025 The Minutes from the La Mesa Community Parking Commission Regular Meeting held Tuesday, November 18, 2025, were approved by a 4-0 vote. 5.2 2026 COMMUNITY PARKING COMMISSION WORK PLAN The Commission discussed the 2026 Work Plan and made additions and deletions to items as necessary. Assistant City Manager Amanda Lee and Assistant to the City Manager Lyn Dedmon led the discussion and answered questions as needed. 5.3 DISCUSSION ITEM: PARKING DISTRICT ONE EXPANSION AND DRAFT MAP REVIEW (IF AVAILABLE) This item was continued and will be placed on the February 17th meeting agenda. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS Assistant to the City Manager Lyn Dedmon informed the Commission about recent coin-only parking meter tampering in the west end of Parking District One. 7.
