CURRENT BUSINESS 1 Page 4 of 6  5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION REGULAR MEETING HELD TUESDAY, JANUARY 21, 2025 The Minutes from the La Mesa Community Parking Commission Regular Meeting held Tuesday, January 21, 2025, were approved by a 3-0 vote. 5.2 PARKING METER & PARKING PERMIT RATE ADJUSTMENT RECOMMENDATION TO CITY COUNCIL Assistant to the City Manager Lyn Dedmon gave an overview of the research and data collection conducted to date regarding parking meter and parking permit rates, including a review of the Parking Permit Program Guidelines. Commissioners discussed the research in depth and voted 3-0 to make the following recommendation: - Adjust all parking meter rates in Parking District One to $1.50/hr - Eliminate the Parking Permit Tiers and provide one Parking Permit for all seven parking areas at a cost of $80 per quarter or $288 annually. Update Section II "Permit Tiers and Pricing Options" in the Parking Permit Program Guidelines accordingly. - Update the Parking Permit Program Guidelines to allow a five-permit maximum limit on the number of permits that can be purchased by a business. - Adjust all parking meter time limits to a 4-hour maximum. - Eliminate the parking placard and provide a parking sticker to be affixed to the windshield when a parking permit is purchased and displayed. 5.3 COIN-ONLY METER REPLACEMENT PROJECT UPDATE - PURCHASE OF 50 SMART METERS Assistant to the City Manager Lyn Dedmon provided an update on the purchase of 50 smart meters. Mr. Dedmon explained that the meters should be ready for pick-up by the end of March. The meters will be installed to replace the coin-only meters on Allison Avenue from Spring Street to 4th Street in early April. Mr. Dedmon also inquired with the Commission as to whether they would like more information about "Text to Pay" parking meter payment options being offered by IPS. The Commission stated they would like more information to consider implementation in Parking District One. 6.
