CALL TO ORDER Commissioner Favero called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE 2. ADDITIONS AND/OR DELETIONS TO THE AGENDA There were no additions or deletions to the Agenda. 3. PUBLIC COMMENTS – (TOTAL TIME – 15 MINUTES) NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the La Mesa Community Parking Commission will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda. There were no public comments given. 4. CONFLICT DISCLOSURES 5. CURRENT BUSINESS 1 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION REGULAR MEETING HELD TUESDAY, MAY 20, 2025 The Minutes from the La Mesa Community Parking Commission Regular Meeting held Tuesday, May 20, 2025, were approved by a 3-0 vote. 5.2 JULY 8, 2025, CITY COUNCIL MEETING DEBRIEF - PARKING COMMISSION RECOMMENDATION ITEM Assistant to the City Manager Lyn Dedmon gave a debrief of the July 8, 2025, parking meter rate adjustment presentation to City Council. The Commission discussed Council feedback and next steps. 5.3 DISCUSSION ITEM - VILLAGE ENHANCEMENT FUND SCORING METRICS Assistant City Manager Amanda Lee presented to the Commission the scoring metric methodology for scoring Village Enhancement Fund applications. Mrs. Lee gave a demonstration of the metric and answered questions from the Commission. 5.4 COMMISSIONER INITIATED ITEM (BOUGIE) - 2026 WORK PLAN ITEM ADDITION - PARKING DISTRICT ONE EXPANSION Commissioner Bougie presented an item to the Commission to add a study of the expansion of Parking District One to the 2026 Work Plan. A discussion of the item ensued after the presentation. The Commission voted 3-0 to add the item to the 2026 Work Plan. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS There were no staff or commissioner announcements given. 7. ADJOURNMENT Commissioner Favero adjourned the meeting at 6:41 p.m. 2

CURRENT BUSINESS 1 Page 4 of 5 5.1 APPROVAL OF THE MINUTES FOR THE LA MESA COMMUNITY PARKING COMMISSION SPECIAL MEETING HELD WEDNESDAY, APRIL 23, 2025 The Minutes from the La Mesa Community Parking Commission Special Meeting held Wednesday, April 23, 2025, were approved by a 3-0 vote. 5.2 VILLAGE ENHANCEMENT FUND PROGRAM DISCUSSION Assistant to the City Manager Lyn Dedmon gave a brief overview of the Village Enhancement Fund (VEF) Program. The Commission engaged in a discussion about the future of the program and whether the August VEF Parking Commission meeting can be restructured to be more effective. The Commissioners also discussed the possibility of creating a scoring system for applications. 6. STAFF AND COMMISSIONER ANNOUNCEMENTS Assistant to the City Manager Lyn Dedmon announced that the City is planning to install parking meters on Acacia Avenue north of La Mesa Blvd. and inside Parking District One in the coming months. 7.
