3.1 SIGNAL BASICS COURSE NO. 1
Presented by: Michael Kinnard, Engineering Project Manager
Michael Kinnard provided a basic traffic signal course & previewed a
educational video.
Significant feedback, comments and questions ensued from the
Commission.
4. PUBLIC COMMENTS – (TOTAL TIME – 15 MINUTES)
NOTE: In accordance with state law, an item not scheduled on the agenda may
be brought forward by the general public for comment; however, the Mobility
Commission will not be able to discuss or take any action on the item at this
meeting. If appropriate, the item will be referred to Staff or placed on a future
agenda.

6. STAFF AND COMMISSIONER ANNOUNCEMENTS
Commissioner Nichols:
May is Bike Month - Bike Anywhere Day, May 15, 2025.
Gordy Shields Memorial Ride - May 18, 2025
La Mesa's first Class 4 Bikeway thoughts and review, feels Mobility
Commission should have input prior to implementation.
Commissioner Krulikowski:

Suggested that sub-committee participation be implemented for future
projects.
Suggested that Commissioners might be considered as volunteer options
for Bike Anywhere pit stops.
Commissioner Justice:
Baltimore Drive and University Avenue - Right turns at this intersection are
concerning.
4th Street and Allison Avenue - Traffic safety concerns.
o Mike's response offered a STOP warrant, although sight distance
issues might be an issue.
Commissioner Sumner:
On street charging - is this infrastructure considered when future right of
way or roadway planning is done?
o Mike's response offered Lyn Dedmon to address the Commission at a
future meeting.
6.1 INTRODUCTION OF BRIANDA DE LA TORRE, ASSISTANT ENGINEER

Brianna De La Torre was pulled into a training session and unable to
attend today, rescheduling introduction for June.
6.2 INTRODUCTION OF HAIDER TALIB, PRINCIPAL TRAFFIC ENGINEER
CONSULTANT

Haider Talib has replaced Brian Damiani as our contracted Traffic
Engineer with Parsons and is in office one day a week, on Thursdays.
7. ADJOURNMENT
The next regularly scheduled meeting is on Wednesday, June 4, 2025.
The Invocation and Pledge of Allegiance will be led by Vice Chair Krulikowski.
Chair Calandra adjourned the meeting at 10:05 A.M.

compatibility with City equipment and allow Commission meeting presentations to progress
smoothly and in a consistent and equitable manner. Please note that all presentations/digital
materials are considered part of the maximum time limit provided to speakers.
