Afterwards, comments and questions from the Commission regarding the presentation were addressed. 4. Chair Calandra adjourned the meeting at 9:36 a.m. 3 Page 6 of 20  REPORT to the LA MESA MOBILITY COMMISSION From the DIRECTOR OF PUBLIC WORKS DATE: March 4, 2026 SUBJECT: Temporary Speed Hump Pilot Program ISSUING DEPARTMENT: Public Works SUMMARY: Issue(s): Should the Mobility Commission recommend to the City Council that staff commence the Temporary Speed Hump Pilot Program based on initial trial results and community feedback? Recommendation: Staff proposes that the Mobility Commission recommend to the City Council that staff proceed with the implementation of the Temporary Speed Hump Pilot Program. BACKGROUND: On June 24, 2025, the City Council approved consideration of implementing a temporary speed hump program as part of La Mesa’s Neighborhood Traffic Management Program (NTMP). This initiative was designed to evaluate a more agile, cost-effective method for addressing residential speeding on 25 mph streets before potentially incorporating them permanently into the City's traffic calming program. To date, the following actions have been completed:  Trial Installation: Staff installed two types of demonstration speed humps on Date Avenue (in front of City Hall) to serve as a primary test site for durability and installation feasibility.  Public Survey Results: Data from the Date Avenue trial installation indicates that 73.4% of respondents observed a reduction in vehicle speeds, and 56.5% felt the installation improved overall pedestrian and road safety. Of the two types of speed Page 7 of 20 Report to Mobility Commission Date: March 4, 2026 Page: 2 of 2 humps tested (20 and 25 mph), the 25 mph hump is supported by the police and fire departments due to its better rideability at 25 mph.  Recommendations for Expansion: Based on the performance of the hardware and the initial public response, staff recommends proceeding with a pilot program on select residential streets that will participate in the evaluation phase. This will allow for a broader analysis of the program's effectiveness across various neighborhood profiles. DISCUSSION: Staff plans to formally transition from the initial testing phase to a broader pilot by purchasing temporary speed humps. Ten humps will be divided among Lois Lane and Dugan Avenue as these street segments were selected based on community and neighborhood input during the survey phase. To evaluate the program's efficacy, staff will conduct before-and-after speed testing and site inspections to gather data while continuing to collect resident feedback regarding the devices. Success will be determined by three primary metrics:  Measurable reduction in vehicle speeds.  Resident feedback.  Speed hump durability throughout the pilot period. If the program is deemed successful, at the conclusion of the pilot, staff will develop strategies for ongoing deployment and maintenance and present recommendations to amend the Neighborhood Traffic Management Program (NTMP) to include temporary speed humps in the traffic calming toolbox and outline a policy for their use. CONCLUSION: Staff proposes the Mobility Commission recommend to the City Council that staff commence with the Temporary Speed Hump Pilot Program and authorize the necessary hardware procurement to begin installations on Lois Lane and Dugan Avenue. Today we are going to share an update on the ongoing efforts to date and make recommendations for the next phase of the Pilot. Goal of the Program: Evaluate temporary speed humps as a method to address residential speeding concerns, and also determine if they should be adopted as a Phase 1 treatment in the NTMP program Evaluation Criteria: Success of the program will be determined based on a limited deployment of devices at a set of sample locations. Success will be measured based on the efficacy of reducing speeds, public comments/feedback Program Duration: 12 months Page 10 of 20 Mobility Commission - March 2026 What are Temporary Speed Humps? Physical Characteristics: Modular units made of heavy-duty, recycled rubber or composite materials. Specifically designed for residential streets with 25 mph speed limits (20mph version also available). Strategic Deployment: Proposed as an interim engineering measure to provide immediate traffic calming. Serves as a "proof of concept" to gather data before considering permanent infrastructure. Adaptability: Allows for "before-and-after" speed testing to ensure the location is optimal for a long-term solution. Flexible Inventory Deployment Strategies Under Consideration: • Focus on a small subset (2-3) of high-need streets. • Distributing units across various neighborhoods to test different street profiles. Page 14 of 20 Mobility Commission - March 2026 Case Study #1: Lawrence, Kansas The "30-Day Pilot" Model: Mandatory use of temporary rubber devices to test effectiveness and gather "before-and-after" data before any permanent funds are committed. Proof of Concept: Permanent installation is only approved if the temporary pilot demonstrates a measurable reduction in the 85th percentile speed. Neighborhood "Preview": Provides residents a physical trial of the treatment, reducing "buyer's remorse" and building consensus for long-term engineering. Operational Flexibility: Managed as a seasonal, quick-response solution that can be removed for maintenance or adjusted Page 15 of 20 based on shifting traffic patterns. Mobility Commission - March 2026 Case Study #2: Burlington, Vermont Strategic Efficiency: Burlington uses modular rubber speed humps to address a large backlog of traffic calming requests quickly and at a lower cost (roughly 1/10 the cost of asphalt). Seasonal Adaptability: Humps are installed in May and removed in November specifically to ensure normal snow removal operations are not hindered. Proven Results: Burlington has demonstrated that these rubber units almost completely eliminate driving speeds over Dynamic / Seasonal 25 mph on residential streets. Rubber speed humps are easily removed for winter months. These installations can also be easily moved from year to year, which can help ensure that traffic calming solutions continue to address the needs of Page 16 of 20 the community.
