Page 3 of 15  REPORT to the LA MESA MOBILITY COMMISSION From PUBLIC WORKS DATE: May 6, 2026 SUBJECT: Street Maintenance Program Presentation ISSUING DEPARTMENT: Public Works Staff will give a presentation on the annual street maintenance program. The program occurs in sequential zones every year with the aim of maintaining roads before they fall beyond their critical point. Staff will cover the variety of factors which lead to streets being selected, including but not limited to arterial and major collector designation, pavement condition index, PW Operations observation, and field visits conducted by engineer and inspector. Staff will also identify common constraints when planning pavement projects such as conflicting projects, availability of funding, and treatment choices. Staff will introduce the upcoming slurry project which will occur in the upcoming summer into the fall. The project will cover major arterials in zone 2 around Grossmont Center. SANDAG staff will share an overview of preliminary concepts that can reduce or eliminate barriers to circulation at at-grade trolley crossings and improve access for all users. A link to the complete project report will be provided ahead of the meeting. This study is funded with a Caltrans Sustainable Transportation Planning Grant. Chair Calandra adjourned the meeting at 9:28. 3 Page 8 of 15  REPORT to the LA MESA MOBILITY COMMISSION From the DIRECTOR OF PUBLIC WORKS DATE: May 6, 2026 SUBJECT: 2025 Neighborhood Traffic Management Program (NTMP) Annual Report and the 2026 Work Plan ISSUING DEPARTMENT: Public Works SUMMARY: Recommendation: That the Mobility Commission recommend to City Council adoption of the 2025 Neighborhood Traffic Management Program (NTMP) Annual Report and the 2026 Work Plan. BACKGROUND: The Neighborhood Traffic Management Program, which was originally adopted by City Council on January 13, 2004, requires that the list of streets requesting traffic calming be updated each year and that a traffic calming program status report be prepared. Traffic Calming Projects in Phase 1 (Initial Measures): For 2025, the following phase 1 measures were completed. 1. 7921 La Mesa Boulevard, Speed Radar Installation 2. Lemon Avenue (West of Bancroft), Edgelines 3. Wood Street at Lemon Avenue, No left turn restrictions 4. Murray Drive (East of Wakarusa), speed limit reduction 5. Orange Ave to Date Ave, raised marker installation 6. Spring Street (north of High Street), Speed Radar Installation, Signing, and Striping 7. City Hall, Temporary Speed Humps (Pilot Program) Page 9 of 15 Report to Mobility Commission Date: May 6, 2026 Page: 2 of 4 Traffic Calming Projects in Phase 2 (Design/Planning and Approval): Phase 2 measures typically consist of meetings with the neighborhood, designing, and obtaining consensus for permanent traffic calming elements. For 2025, Two streets were proposed for the design/planning and approval phase, Lois Street between Boulevard Drive and King Street and Dugan Ave between Laird Street and Lake Murray Blvd. Both segment plans were approved by their respective neighborhoods. Traffic Calming Projects in Phase 3 (Construction): Phase 3 is the construction of traffic calming elements planned and approved in Phase 2. For 2025 the following streets were proposed for Phase 3 construction, and have an anticipated completion by summer of 2026: Highwood Avenue – Installation of a speed table, chicanes, edgelines, speed radar, and updated striping and signage. El Paso Street – Installation of a roundabout, pedestrian island, flashing crosswalk, and updated striping and signage. DISCUSSION: Annual Traffic Management Work Plan The Work Plan for 2026 is based on both the completion of previous phases of work, and prioritized new requests that have been received from the community since the past adopted plan. Although these are summarized in Attachment A, the following discussions provide highlights of the progress and updates at each step of the evaluation and implementation process. The terminology in this report reflects the titles of the proposed revised phase descriptions. Requests, Petitions, and Ranking for Traffic Calming: Three completed petitions were received since the previous approved work plan. Data is being collected for all these locations and then ranked using the current policy. Traffic Calming Projects in Phase 1 (Initial Measures): Phase 1 measures typically consist of installation of signs and striping. However, temporary vertical elements are considered and installed, if applicable. For 2026, staff Page 10 of 15 Report to Mobility Commission Date: May 6, 2026 Page: 3 of 4 have proposed the following phase one project, with additional projects anticipated as they are received from public requests: Lake Murray Blvd (Marengo Avenue to Dugan Avenue) mobility study, due to community concerns with bicycle access, parking, and vehicular volume and speed study. Traffic Calming Projects in Phase 2 (Design and Approval): Phase 2 measures typically consist of meetings with the neighborhood, designing, and obtaining consensus for permanent traffic calming elements. Two streets are proposed for the design and approval phase: Bob Street (Between Lake Murray and El Paso Street) Jessie Avenue (Between El Cajon Blvd and Seneca). Traffic Calming Projects in Phase 3 (Construction): Phase 3 is the construction of traffic calming elements designed and approved in Phase 2. There are two segments that have completed Phase 2 design and received neighborhood approval (voting) and are awaiting Phase 3 construction as follows: Lois Street (Between King Street and Boulevard Dr) – The City has met with the neighborhood and developed a Traffic Calming plan (Phase 2) based on the consensus expressed at the meeting. The plan includes installing four speed humps and is ready for Phase III final design and construction. Dugan Avenue (Between Lake Murray Blvd and Laird Street) – The City has met with the neighborhood and developed a Traffic Calming plan (Phase 2) based on the consensus expressed at the meeting. The plan includes installing six speed humps and is ready for Phase 3 final design and construction. Temporary Speed Hump Pilot Program: The Temporary Speed Hump pilot program is anticipated to be studied over the next year for consideration, for future integration into the Neighborhood Traffic Management Program Policy. As part of the pilot program study, the previously mentioned two approved Phase 2 segments along Lois Street and Dugan Avenue will receive temporary speed humps this summer with anticipation to have permanent humps installed approximately 6 months later. CONCLUSION: Staff requests the Mobility Commission recommend to the City Council support of the following actions: 1.
