OLD TOWN LA VERNE BUSINESS IMPROVEMENT DISTIRICT MINUTES OF THB REGULAR MEETING Monday, August 3,2020 I The teleconference meeting was called to order by Chairperson Craig Walters at 8:31 a.m.Mr.WaltersstatedthatquestionScanbeemailedto@ Advisory Board Members present: Craig Walters, Chris Gendreau, Micky Rehm, Jason Miller, Marianne Stark and Matt Forgey. City Representatives present: Community Development Director Eric Scherer and Administrative Clerk Natalie Hiatt. Others present: Craig Hoelzel and Leah Skinner. ) CALEI\DAR Cool Cruise - Pending - Saturday, August 22nd BeerAiline Walk - Pending - September 26th Mr. Scherer stated that a Public Comment was received from Jackson Salinas via email. 3. APPROVAL OF MIIIUTES July 6, 2020 and July 13,2020 It was moved by Ms. Rehm and seconded by Mr. Miller to approve the minutes of July 6, 2020 and July 13, 2020. Motion carried by a 5-0 vote. 4. CONTINUED BUSINESS A. Cool Cruise Car Show - Mr. Hoelzel contacted the Department of Health for approval. The Health Department considers the Car Show a gathering/event and is not allowed during the current State and Health Order. Mr. Scherer stated that the City has to follow county order and cunently no gatherings of any size are allowed. Mr. Hoelzel needs only ten day notice to continue event and stated that he would like to hold out longer. Mr. Gendreau asked if the City would take down the closure for the event. Mr. Scherer stated that the car show would need to modified. Mr. Miller and Ms. Rehm both suggested moving the event to November It was moved by Mr. Miller and seconded by Ms. Stark to combine the Cool Cruise with the Holiday Cruise scheduled for November 21,2020. Motion carried by a 5-0 vote. B. Beer/Wine Walk - To be discussed at the Association meeting. C. D Street Closure for Restaurants - Mr. Scherer stated that since the last meeting trees were added to the street and the public tables were removed. Ms. Rehm stated that on Sunday the trash cans were overflowing. Mr. Scherer stated that Public Works is not staffed on Sundays. Ms. Rehm volunteered to email the restaurants requesting their help. She also suggested that the employees park in Lot E. D ULV Crawl Update - Event cancelled, Mr. Miller stated that the University would be remote online for the fall with limited staffon campus. Only housing a handful of students that require housing. E. Business Assistance Grants - Mr. Scherer stated there are a lot of available funds. Approximately 40 applications are currently pending. 5. Chamber Report (Leah Skinner): Ms. Skinner announced on August 13tr the Chamber and College of Law will discuss employment, workers compensation, and tenants' rights. E. Sent: Sunday, August 2,2020,10:33 AM To: planning@cityofl averne.org Subject: Temporary CHALK ART Hi city of La Verne, My name is Gus Moran and I am a local resident and professional chalk artist. I am a graduate of Damien High School and an art teacher. I would like permission to chalk a mural on D street where out door dining is currently being held. I use chalk and water. The image can be washed away or will eventually fade away if left alone. There would be no cost to you I would supply all chalk. I've been doing chalk for over 14 years all over the country. Places like Reno Nevada, Murrieta Georgia, Tampa Florida, Illinois Chicago, Prescott Arizona and locally in Downtown Glendora, Pasadena, Palm Springs to name a few. My thought is to chalk a 3D image where patrons can interact with the art. I am attaching some previous works made with chalk. Please consider this at your meeting Monday and my hope is that I hear a positive response from the council, thank you for your consideration. Calendar: I have an idea for a possible event. I was wondering if we can have Major Williams Republican Candidate for Governor of Califomiain2022 speak here. It would be a wonderful event to have him speak and talk to our residents and business owners on issues in our state and our city. Public Comment: I would like to have everyone on this board fight for our businesses to have indoor services again. Our residents are sick and tired of Newsoms restrictions it needs to end. I am also asking everyone to get the city to file a lawsuit against the Governor for the indoor closures this is unacceptable. 5

INSTRUCTIONS FOR THE AUGUST, 3, 2020 OLD TOWN LA VERNE BUSINESS IMPROVEMENT DISTRICT MEETING The Old Town La Verne Business Improvement District meeting will be closed to the public in compliance with Governor Newsom’s Executive Order to minimize the spread of the COVID- 19 Virus. Additionally, the meeting will be conducted via teleconference with members participating remotely. Considering this, the customary meeting format has been modified. Even with this change in format, the City is still encouraging public participation and wishes to make residents aware of the following opportunities for participation: 1) View the meeting through the City’s website at www.cityoflaverne.org/stream 2) Please submit your written comments via email at planning@cityoflaverne.org. They will be shared with the District Board Members prior to the meeting and will be made part of the permanent record. We ask that you provide those emails before 7:00 p.m. the day before the meeting. 3) For individuals that wish to share their comments during the live stream, you may email planning@cityoflaverne.org by 7:00 a.m. on the day of the meeting with a phone number and the item(s) you wish to speak on. We will call you back at the appropriate time during the meeting for your comment.
